Reference is made to your message dated 6 December 2024 regarding the abandonment case concerning M/V GAM EXPRESS (IMO No. 8204119), involving 16 seafarers from Egypt and Syria at Kavkaz anchorage, Russian Federation.
Please be advised of the following:
1. Registration History: The M/V GAM EXPRESS was provisionally and permanently registered with the Guinea-Bissau International Ships Registry (G-B ISR) on 13 January 2023 and 31 October 2023, respectively. However, due to non-compliance with statutory obligations, the vessel's registration was suspended on 5 July 2024 and subsequently permanently cancelled on 16 July 2024. Following this cancellation, the vessel ceased to fly the Guinea-Bissau flag, and all associated statutory responsibilities, including obligations under MLC Standard A2.5.2(3), were terminated.
2. Communication of Cancellation: The deregistration and related circumstances were communicated to relevant international maritime bodies in accordance with established procedures. These actions are also reflected in the IMO GISIS database.
3. Responsibility Post-Cancellation: From the date of cancellation, the responsibility for compliance with MLC 2006, including financial security for abandonment cases, transferred to the vessel’s current flag state, owner, or financial security provider. This is in line with MLC Standard A2.5.2, which places such obligations on the flag state under which a vessel is currently registered.
4. Support from G-B ISR: While the G-B ISR no longer holds statutory responsibilities in this matter, we remain available to provide documentation confirming the deregistration of the vessel and the circumstances leading to its removal from the registry well before the vessel was considered as abandonment case.
We regret the circumstances surrounding this case and trust that the parties currently responsible will address the situation effectively.
