I am directed to forward herewith the details of the resolved abandonment case of the vessel LORD 17 (IMO No. 9146091), as furnished by the concerned RPSL company, in the template prescribed by the ILO/IMO.
The duly completed template is enclosed herewith for your kind consideration and for taking necessary action towards closure of the abandonment case in the ILO/IMO Joint Database
Letters were issued to the concerned authorities, RPSL agency, and other stakeholders to facilitate the resolution of the case at the earliest. Wages have been settled and the documentary evidence of the same is submitted by mail
REPATRIATED AND WAGES PAID
Crew Branch-DGS has forwarded email dated 09.03.2026 to ITF for resolved the case on ILO/IMO data base, copy enclosed.

This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.
2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
◦ Intimate the concerned parties regarding the case,
◦ Follow up regularly with the respective RPSL companies, and
◦ Conduct hearings with the RPSL companies wherever required.
3. The MEA (Division-wise) has been informed about the case to facilitate additional details and necessary coordination.
4. A Demi-Official (DO) letter has been issued to the MoPSW for their intimation and further guidance.
Kindly find attached the excel sheet with case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.

Letters issued to MEA-Division wise and Do letters issued to the Ministry
The matter regarding abandonment of Lord 17 may be sent to DSEO Mumbai and the seafarers may be called up for personal hearing on the matter and detailed report sought vide mail dated 12.2.2205. the vessel is scrapped acc. to the chat on 24th Oct . had a chat with Mr. ***, all the wages are cleared and seafarers have been reptriated. Email dated 25.11.2025 forwarded to Seaboost and requested them to submit documents to ITF and request them to remove the name of the vessel from ILO/IMO side. The vessel has already fone for scrap at Alang, India.

Following the correspondence and continuous follow-ups with the vessel’s owner and agent regarding the payment of crew wages and the vessel’s departure from port without obtaining an official port clearance despite being under detention, necessary actions were taken.
Eventually, after multiple communications and coordination with the maritime authorities of Pakistan and India, the vessel was judicially arrested at ALANG anchorage in India prior to its entry into dry dock and scrapping operations.
Subsequently, after the payment of all legal fines, settlement of crew wages, and payment of the agent’s dues, the scrapping permit for the vessel was issued.

Refer to your E-Mail NO. E1592 , according to the latest information received , the M/V LORD 17 ( IMO 9146091 ) , which has an unauthorized departure from B.Abbas port , is currently heading to the Alang port in India . Please inform the relevant states for necessary action.
Email from the Ministry of Road and Urban Development, Islamic Republic of IRAN (09 April, 2025):
We hereby inform you that the M/V LORD 17 ( IMO 9146091 - flagged by Tanzania ) was stopped at B.Abbas anchorage due to document deficiencies , on 31th March 2025 left Iranian waters without Port Clearance ( PC ) .
Also, according to the latest reports , there is a possibility that the ship will enter Pakistan ports for scrapping.
Please inform the relevant authorities about breach of the mentioned ship.
