Circumstances
Crew owed wages for 3 months, insufficient amounts of food and fresh water provided, medical issues are not being dealt with.
The insurer for this vessel was initially reported as follows but has been updated to "Unknown" as per the request from IG P&I (see the comments section below):

Further to your below message, please note that the abandonment of GAS FLACON is still unresolved because the remaining Crew after the disembarkation of the 2 Seafarers from India is not still paid their owed wages up to date.
Please find attached here the complaint of the Crew regarding their unpaid wages up to date.
Given the circumstances, we cannot close this abandonment until the payment of the owed wages of the entire Crew who did serve onboard GAS FALCON.
Hope the above will assist you to update your position and also take action against the owners Gator Shipping represented by Mr *** and Mr ***.

The duly completed template is enclosed herewith for your kind consideration and for taking necessary action towards closure of the abandonment case in the ILO/IMO Joint Database
Letters were issued to the concerned authorities, RPSL agency, and other stakeholders to facilitate the resolution of the case at the earliest. Wages have been settled and the documentary evidence of the same is submitted by mail

This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.
2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
◦ Intimate the concerned parties regarding the case,
◦ Follow up regularly with the respective RPSL companies, and
◦ Conduct hearings with the RPSL companies wherever required.
3. The MEA (Division-wise) has been informed about the case to facilitate additional details and necessary coordination.
4. A Demi-Official (DO) letter has been issued to the MoPSW for their intimation and further guidance.
Kindly find attached the excel sheet with case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.

Further to our earlier correspondence regarding the abandonment of MT GAS FALCON, I am pleased to confirm that all 12 seafarers were safely disembarked and repatriated on 25 September 2025. We appreciate the cooperation extended by all parties in facilitating their return. This follows the urgent notifications circulated on 19 January, 25 July, 3 September, 9 September and 10 September 2025.
One important matter remains unresolved: the settlement of accrued and unpaid wages, together with any associated contractual entitlements arising from the period of abandonment.
We respectfully request the Flag State (Gabon), the Port State (Mozambique), the shipowner/manager, and the relevant insurer/P&I interests to urgently coordinate and confirm payment, and to record the outcome on the joint IMO/ILO abandonment database.

I herewith would like to reiterate my request made on 25 July 2025 on the flag State Gabon and port State Mozambique to provide urgently assistance in line with MLC 2006 obligations (Regulation 2.5,4.1 and 5.2) to:
1. Alert Mozambique Port State Control to inspect and intervene immediately.
2. Request Flag State Administration to take ownership and act under MLC responsibilities.
3. Facilitate crew repatriation and settlement of unpaid wages.

I am writing to urgently seek the advice of the IMO Secretariat regarding the deteriorating condition of the LPG tanker MT Gas Falcon (IMO No. 9040883), which has been abandoned since December 2024 and is currently anchored off Beira Port limit, Mozambique.
As previously reported from our email, the crew experienced extreme difficulty due to lack supplies, water, and unpaid wages.
More recently, the vessel was involved in a incident, where it was struck by a fishing vessel resulting in hull damage and seawater ingress into void spaces.
While temporary efforts to ensure ship stability was attempted, the safety of the ship can no longer be guaranteed.
Of these circumstances, the Master has raised serious concern about the ship’s survivability and has requested advice on whether the crew should abandon the ship, and whether salvage operations should be initiated to prevent further risk to life and the marine environment.
We therefore seek the IMO guidance on:
1. Whether abandonment of the vessel is justified under international conventions and practices;
2. How to proceed with salvage measures in coordination with the Flag State (Gabon), Port State (Mozambique), and other responsible authorities, since we all have aware that there are very minimum responds from them.
3. Recommended steps for crew disembarkation and repatriation, should abandonment be declared.
Given the imminent risks, we would be grateful for IMO’s urgent advice and recommendations to ensure the protection of seafarers and the marine environment.

3 September 2025: Indonesia

We wish to raise an urgent matter concerning the LPG tanker MT Gas Falcon (IMO: 9040883), currently abandoned at Beira Port, Mozambique.
Location: BEIRA, MOZAMBIQUE.
Vessel is at Anchor position: LAT 19 52.0 S LONG 034 58.4 E ,4 NM from Beira port near 'P'Buoy Pilot Boarding ground.
We received a distress report that the vessel was struck by the fishing vessel PONTA MACALONGA 9910698. The collision has resulted in:
- A breach in the starboard side hull;
- Seawater ingress into the void space (between the cargo tank and the ship’s side);
- Listing of up to 15 degrees immediately after impact.
The crew carried out an emergency response by discharging water from the ballast tanks, which has temporarily stabilized the vessel
The crew has already contacted the Port Authority of Beira requesting immediate emergency assistance.
Given the vessel’s hazardous condition, we hereby urgently request the emergency disembarkation and evacuation of all crew members to ensure their safety and prevent further risk of injury or loss of life.
We appeal for the immediate intervention of the Port State Authority of Mozambique, in coordination with the Flag State of Gabon and relevant international bodies, to facilitate this disembarkation without delay.
We trust that all concerned parties will treat this situation with the utmost urgency.
29 August 2025: Indonesia

On behalf of the Government of Indonesia, as the seafarer-supplying nation, we wish to provide an update regarding the abandonment of MT Gas Falcon IMO 9040883 :
1) on 29 August 2025 at early hours, the shipowner - Gator Shipping has delivered supplies to the vessel.
2) It was informed that the replacement of the ship’s crew is tentatively scheduled for 3 September 2025.
However, there is still no clarity on the payment of the seafarers’ outstanding wages from January to August 2025, which remain unsettled by the shipowner.
We kindly share this update for the collective attention of all parties concerned.

I refer to the reported abandonment of the GAS FALCON. As per the attached email, I have previously reported that the vessel is not entered with West of England P&I and was not entered with West of England P&I during the period of the abandonment. The abandonment database was updated accordingly to remove the West of England as the financial security provider.

Muhammad Aslam, Master of the LPG Tanker ‘GAS FALCON’, IMO Number 9040883, Flag: Gabon, having on board 13 seafarers from Bangladesh (1), India (2), Indonesia (9), and Pakistan (1) who are abandoned since 1 December 2024 in Beira, Mozambique. The insurer is: The West of England Shipowners.
The crew is suffering from shortage of supplies and presently there is no food, no fresh water, no fuel and no medical support. Repeated attempts to reach owners, local agents and flag state have yielded no assistance. As owners GATOR SHIPPING is not arranging relievers, all crew require to sign off without relievers.
The received information and urgent request is duly noted and will be recorded on the joint IMO/ILO database on abandonment of seafarers.

I am the Master of the LPG vessel Gas Falcon, currently stranded at Beira Anchorage, Mozambique. Our crew has been abandoned by the shipowner, who has failed to pay wages, supply provisions, and arrange repatriation. We are facing a serious humanitarian crisis onboard. Wages are unpaid since 01-01-2025 till date. All crew contracts have already expired.
We have 12 crew onboard (3 Pakistani and 9 Indonesian) , stranded since 27-12-2024, vessel crew has been suffering from shortage of supplies and presently there is no food, no fresh water, no fuel and no medical support. Repeated attempts to reach owners, local agents and flag state have yielded no assistance.
As owners GATOR SHIPPING is not arranging our relievers, therefore all crew require to sign off without relievers.
We urgently seek your help in line with MLC 2006 obligations (Regulation 2.5,4.1 and 5.2) to:
1. Alert Mozambique Port State Control to inspect and intervene immediately.
2. Request Flag State Administration to take ownership and act under MLC responsibilities.
3. Facilitate crew repatriation and settlement of unpaid wages.
