Dear Directorate General of Shipping – Crew Branch,
I write further to previous correspondence concerning the abandonment case of Pulmonis.
At the time, based on the information presented and the representations made by Shoolin Ship Management Pvt. Ltd., the matter was considered resolved from the ITF side.
However, subsequent to that position, the International Transport Workers’ Federation has now received a further report from a serving crew member currently onboard the vessel indicating that wages have not been received for a period of three months.
The report states:
“Salary is not received for 3 months. Please help us about our salary.”
This information is inconsistent with the earlier representations that all outstanding wages had been fully settled.
In addition, no response has been received from the company, including Shoolin Ship Management Pvt. Ltd., to recent requests to clarify the position and to provide supporting documentary evidence of payment.
As you will appreciate, under the Maritime Labour Convention, 2006, non-payment of wages of this duration may constitute abandonment, and in any event prevents confirmation that all contractual entitlements have been satisfied.
In light of the above, the ITF is reviewing the matter and will be progressing steps as appropriate to have the vessel reinstated on the ILO/IMO abandonment database pending clarification and verification of wage payments to all crew.

This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.
2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
◦ Intimate the concerned parties regarding the case,
◦ Follow up regularly with the respective RPSL companies, and
◦ Conduct hearings with the RPSL companies wherever required.
3. The MEA (Division-wise) has been informed about the case to facilitate additional details and necessary coordination.
4. A Demi-Official (DO) letter has been issued to the MoPSW for their intimation and further guidance.
Kindly find attached the excel sheet with case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.

The ITF no longer has contact with the crew complainants, nor have we received confirmation (copies of remittance advices) to confirm the payment of the outstanding wages. This case is still marked as "disputed'.

We are writing in reference to the vessel PULMONIS (IMO 9234616).
Please note that all outstanding wages have been cleared for the crew through March 2025, and for off-signers, wages have been settled up to their respective dates of sign-off. Furthermore, all crew members due for sign-off have been safely and successfully repatriated to their home countries.
However, we have observed that the case concerning the vessel remains listed as an active dispute. As the vessel’s flag administration is in the process of scheduling ISM, ISPS, and MLC initial audits, it is critical that the dispute status be resolved and removed from the ILO’s records.
In light of the above, we kindly request the removal of PULMONIS from the ILO dispute list to enable the issuance of necessary vessel and crew insurance and to allow audit and certification processes to proceed without delay.
We would highly appreciate your prompt assistance in this matter.

One month of owed wages has been paid for the crew onboard. The repatriation of those who wished to leave has been completed. This case is now marked as "disputed".

The vessel 'Pulmonis' with IMO No. 9234616 is a Chemical/oil products tanker, and its flag is Guinea False.

The flag state does not provide an email address. Contacted all maritime authorities that could be found find in Conakry, Guinea regarding the vessel.
