This mail is regarding the abandonment of the vessel RT 10 (IMO No. 9119933), flag of Bolivia, at Jebel Ali, UAE, on 1st August 2024, and we appreciate your diligence in addressing this matter.
As a responsible crewing agency, we would like to emphasize that we never ignore the directives and regulations set forth by the Directorate General of Shipping (DGS), which are specifically designed to ensure the well-being of seafarers. Our agency has always adhered to these rules to maintain the highest standards of care and responsibility toward our crew members.
We would like to clarify and address the concerns raised in your recent correspondence regarding the RT 10 vessel and its crew. Kindly allow us to provide further details on the points you have mentioned:
1. Seafarers' Status and Sign-Off Details: We assure you that none of our four seafarers onboard the RT 10 vessel have been detained by any authority during their service. To our knowledge, there have been no incidents of detention or abandonment involving our crew members. We don’t receive any kind of mails, complaints from any authority like DG Shipping, UAE Port Authority, ITF, ILO at the period of time. There is not a single email from our four crew members because this type of abandonment never happened.
As per your email dated March 12, 2025, where the DG attached a ILO Abandonment report, it is clear that the vessel was detained on 5th February 2025. At that time, all four of our crew members had already signed off. Regarding the alleged detainment of the vessel on 1st August 2024, we did not receive any such report at that time.
2. Upon reviewing your email, we promptly contacted the vessel’s owners and were connected to the new owner. Following our inquiry, we learned that seafarers filed a complaint in late January 2025, leading to the vessel’s detention at 5th February 2025. We ensured the vessel was in dry dock at Bandar Bushehr Dry Dock from the first week of June 2024 until 27th August 2024. Following its dry-docking, it headed towards Jebel Ali Port on 28th August 2024 and reported to Jebel Ali Port on 1st Sep 2024 for the first time. This timeline confirms that the vessel could not have been abandoned by the flag state on 1st August 2024. Specifically, *** and *** signed off on 3rd August 2024, with all their salary payments settled from the dry dock itself. *** and *** signed off on 21st November 2024 with all their salary payments settled, after the owner sold the RT 10 vessel to another owner.
3. As per our understanding of the report, ILO wants to inform that the salaries of on-board crew were pending since 1 August 2024, and considering it is in abandonment state since 1 August 2024, but detained on 5th Feb 2025 after filling complaints by onboard crew on last of January 2025. At the time of detention, out of 7 Indian crew there was not a single crew is there was Placed by our company.
4. as stated in our previous communication. In November 2025, the vessel was sold and no longer remained under our management. Therefore, we have no involvement in any issues concerning the vessel post-sale.
5. Documents to Support Our Statement: To ensure clarity, we will provide all relevant documents to substantiate our claims, including:
o Seafarers' passports, cdc,
o Form III,
o No dues clearance certificates,
o Sign-off tickets, and any other supporting documents that confirm the dates and circumstances of the crew members' sign-offs.
Note: It is a kind request that kindly opens our online privileges of our company to engage seafarers on board, specifically for sign-on facilities. As we had one vessel takeover which has been stopped as DG Shipping stopped our Sign-on facilities. Therefore, almost our 15 crew are on standby due to this.

This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.
2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
◦ Intimate the concerned parties regarding the case,
◦ Follow up regularly with the respective RPSL companies, and
◦ Conduct hearings with the RPSL companies wherever required.
3. The MEA (Division-wise) has been informed about the case to facilitate additional details and necessary coordination.
4. A Demi-Official (DO) letter has been issued to the MoPSW for their intimation and further guidance.
Kindly find attached the excel sheet with case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.

all Crews paid and repatriated. Mr. *** (M/s. Pacific Star Navigation) has sent mails to ITF providing evidences of payments, but there is no response and the case on the IMO joint base status is displayed as 'Unresolved'.

I am writing to you on behalf of Pacific Star Navigation Pvt. Ltd., a reputed shipping License holder approved by DG Shipping, India.
We received an email regarding abandonment of the General Cargo Ship ‘RT 10’, IMO Number 9119933, which is flagged under Bolivia., which further results in we got mail from DG Shipping stated that out of 7 Indian nationality crew, four crew is sailing under our RPSL, which is not true as all four whose name DG Shipping mentioned was already signed off from the vessel RT 10 before 21 November 2024.
We would like to clarify that Pacific Star Navigation Pvt. Ltd. had been managing the vessel until November 2024.As we are still in the process of understanding the full details of the incident concerning the abandonment of the vessel. As we received an ILO report we respectfully request your assistance in providing the incident report related to this case.
We are particularly interested in the following information:
1. A detailed report of the incident surrounding the abandonment of the vessel.
2. The list of Indian crew members affected by the abandonment.
3. The exact date and time of the abandonment. Because as per our information RT 10 was sailed on 28 August 2024 first time to Jabel Ali Port until then it was on Bushehr (Iran) dry dock since June 2024. Also, our two-crew signed off on 3rd August 2024 from Bushehr (Iran) Dry Dock only. So kindly please clear what the ITF wants to interpret by mentioning the abandonment date on 1/08/2024.
We understand the criticality of the situation and wish to fully cooperate with the authorities and relevant parties in resolving any outstanding matters. But, it is a kind request to all the involved authorities that please cooperate with us as due to this our RPSL is on stake and we are not able to use our online e-governance services. We are committed to addressing the issue as quickly as possible and would greatly appreciate any assistance you can offer in providing the requested information.
Note: Addressing to the Dubai Port Authority, We kindly request your assistance in providing us with the specific date and time when the Port Authority took charge of RT 10. According to our records, a complaint was filed in the last week of January 2025, which led to the detention of the vessel on 5th February 2025. Your prompt and accurate response will be greatly appreciated, as it will assist us in safeguarding our RPSL license and preventing its potential suspension. We are attaching documents:-
