I am directed to forward herewith the details of the resolved abandonment case of the vessel ISKATEL-2 (IMO No. 8418667), as furnished by the concerned RPSL company, in the template prescribed by the ILO/IMO.
The duly completed template is enclosed herewith for your kind consideration and for taking necessary action towards closure of the abandonment case in the ILO/IMO Joint Database
Letters were issued to the concerned authorities, RPSL agency, and other stakeholders to facilitate the resolution of the case at the earliest. Wages have been settled and the documentary evidence of the same is submitted by mail

My name is Capt. ***, and I represent Naz Maritime Services Pvt. Ltd., India, the Recruitment and Placement Service (RPS) agency that supplied Indian crew members on board the vessel ISTAKEL II.
I am writing to introduce myself and to seek your kind assistance regarding the status of the abandonment case of the above-mentioned vessel currently reflected on the IMO/ILO joint database.
By way of background, two Indian seafarers had pending wage claims as detailed below:
• AB *** – Unpaid wages for August 2024, amounting to USD 2,201
• Oiler *** – Unpaid wages for December 2024, amounting to USD 1,051
Considering the urgency of the matter and the continued follow-up from our Administration, the Directorate General of Shipping, India, we have proceeded to take action at our end.
In view of the humanitarian considerations and our responsibility as the RPS agency, we wish to inform you that we have now fully settled the outstanding wages of the above-mentioned seafarers directly.
The following supporting documents are attached herewith for your verification:
• Bank transfer receipts confirming payment of wages
• Self-signed declarations from the concerned seafarers confirming receipt of full and final settlement
We would also like to reiterate that our agency has consistently maintained compliance with ITF / IBF agreements, and this situation was an isolated case arising due to non-payment by the vessel’s owners.
In light of the above, we kindly request your good office to:
• Take note of the settlement of the wage claims of the concerned Indian crew members
• Update/amend the status of this case on the IMO/ILO abandonment database accordingly, to reflect that the wage-related issues for these crew members have been resolved
We remain fully supportive of any ongoing legal proceedings against the vessel owners and will extend our cooperation should any further documentation or clarification be required.
We would greatly appreciate your assistance in facilitating the closure/update of this matter at the earliest, as the same is currently under active review by the Directorate General of Shipping, India.

This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.
2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
◦ Intimate the concerned parties regarding the case,
◦ Follow up regularly with the respective RPSL companies, and
◦ Conduct hearings with the RPSL companies wherever required.
3. The MEA (Division-wise) has been informed about the case to facilitate additional details and necessary coordination.
4. A Demi-Official (DO) letter has been issued to the MoPSW for their intimation and further guidance.
Kindly find attached the excel sheet with case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.

The four crew members who were still on board received a total of USD105,946.34 regarding to the 4 months of their outstanding wages, paid by P&I Representações Proinde (Rio) Ltda., P&I Steamship's representative office in Rio de Janeiro and were repatriated.
