This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.
2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
◦ Intimate the concerned parties regarding the case,
◦ Follow up regularly with the respective RPSL companies, and
◦ Conduct hearings with the RPSL companies wherever required.
3. The MEA (Division-wise) has been informed about the case to facilitate additional details and necessary coordination.
4. A Demi-Official (DO) letter has been issued to the MoPSW for their intimation and further guidance.
Kindly find attached the excel sheet with case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.

I have instructions to inform you that further to your below email of 31.03.2025 with which we were informed of the new abandonment case occurring in the port Famagusta concerning «BYB OTHELLO» (IMO 8660947) flying the flag of Saint Kitts and Nevis, kindly be advised as follows:
1. It is recalled that, in the aftermath of the 1974 illegal Turkish invasion of the Republic οf Cyprus the Council of Ministers of the Republic, issued an Order declaring the ports in the occupied areas as closed for all vessels. Therefore, vessels which call the occupied ports of the Republic of Cyprus (such as the port of Famagusta) are in violation of the Cypriot legal order and at the same time of international law.
2. The above decision of the Government of the Republic of Cyprus to declare the ports in the occupied areas as closed for all vessels was officially communicated, at the time, to the Inter- Governmental Maritime Consultative Organization. Consequently, IMCO circulated relevant Notifications to all its Member States as IMCO Notes T2/2.01 (NV.2), T2/2.01 (NV.4) and T2/2.01(NV.5) of 10 January 1975, 17 March 1975 and 5 May 1977 respectively.
3. Since the Republic of Cyprus does not exercise effective control over the occupied territories, including the closed port of Famagusta, it is unfortunately not in a position to provide any assistance to the seafarers who have been abandoned. We sincerely hope that this new abandonment case is resolved as soon as possible.
25 April 2025: International Transport Workers' Federation
7 crew members returned home with their outstanding wages. The owner states that the remaining crew will soon return home and their salaries will be paid.
This case is now remarked as "disputed".
23 March 2025: International Transport Workers' Federation
According to the Captain, the ship was detained due to debts by the court. However, the owner states that the court issue was resolved and that he will pay the salaries within a week.
