I herewith would like to call on the flag State Panama to provide the requested information.

Furthermore, I herewith would like to reiterate the urgent call as in my previous message of 18 April 2025 to the flag State Panama and the port State United Arab Emirates, to take urgent action, as appropriate, concerning the abandoned seafarer from India, who has outstanding wages of 3 months (January to March), and who is seeking to be repatriated because he has an urgent family situation where his parents being in hospital, and his father having a heart surgery soon.

25 April 2025: Myanmar

We have received a vessel abandonment report concerning the Products Tanker vessel Annecy (IMO No.9200859) under flag of Panama. According to the report, the vessel was abandoned by the ship owner on 1st March 2025. There are two seafarers onboard from Myanmar. But it was verified that the vessel was not officially registered for sending Myanmar seafarers in my department.

To proceed with the necessary actions and provide assistance to the affected seafarers, we require detailed information about the Myanmar crew members, including their names, passport numbers, and Seafarer Identification and Record Book (SIRB) numbers. Unfortunately, the information we currently have is incomplete.

We kindly request your assistance in providing the required information from the IMO records. Your prompt response will greatly aid us in addressing this urgent matter and ensuring the welfare of the stranded seafarers.
