Further to your request regarding the newly reported abandonment case involving the Offshore Support Vessel GSP FALCON, IMO number 8324579, we hereby submit the comments of the Romanian Naval Authority (ANR), as requested before COB on 12 May 2025.
1. Verification and Confirmation:
Based on the information available to us, we confirm the presence of three Romanian seafarers previously employed on board GSP FALCON, who were abandoned in Tuzla, Türkiye, on 1 June 2024. The affected crew members are currently on board another GSP-operated vessel, GSP Vega. We also confirm that these individuals are owed wages for periods ranging from two to eight months,
covering April to October 2024.
2. Precedent and Pattern of Neglect:
This case is particularly concerning given that GSP FALCON has been previously reported in two separate abandonment incidents — on 18 September 2023 and again on 20 March 2025. The recurrence suggests a persistent failure by the shipowner to meet its obligations under the Maritime Labor Convention (MLC, 2006).
3. Jurisdictional Limits and Notification Measures:
As the vessel is not located within Romanian territorial waters and therefore does not fall under the jurisdiction of the Romanian Naval Authority, our role in such cases is limited. Nevertheless, ANR will promptly notify the relevant Romanian crewing agencies and competent national bodies in order to support the abandoned seafarers and facilitate any necessary follow-up.
4. Recommendations and Position:
The Romanian Naval Authority strongly condemns this repeated failure to protect seafarers’ rights. We call for a thorough investigation by the flag State (Panama)
and recommend enforcement actions to ensure full compliance with international standards. Furthermore, we encourage IMO and ILO to consider closer oversight
of recurrent offenders and insurers who fail to uphold their commitments.
