Circumstances
Vessel unseaworthy after running aground near the coast of Rishiri Island, Japan. Crew unpaid for 16 months. Support provided by the municipal government of Rishiri-Fuji Town Wakkanai Hokkaido and ITF inspector. Russian owner unwilling to assist or repatriate crew.
In view of the available information, the notification date has been set to 11 July 2009. (ILO, 8 April 2025)

The case is closed but the seafarers have not received all outstanding wages.
9 April 2010: International Shipping Federation
Russian(10) and Ukraine(4) crews were repatriated to their countries after an interview with the Japanese Coast Guard. Total cost of work to remove a vessel was about twenty million Japanese yen(approx f130,000). Japanese Fishing Association tried to contact owner to demand payment but had no success.

Provisional Certificate of Registry issued by international Ship Registry of Cambodia expired on July 25, 2006. So, ITF could't notify this situation to flag state.
