Circumstances

The flag state is Comoros, although it was initially reported as San Marino by the ITF.

1 Egyptian seafarer owed wages since joining the ship in March 2025. His contract was terminated by Management.

According to the vessel information and notifications provided by IMO in accordance with the database procedures, the flag State of this vessel has been identified as Comoros, not San Marino. In line with the IMO consultation, the vessel flag has been updated to Comoros in the database. (Please note that the consultation period is still ongoing, and this abandonment case is scheduled to be made publicly available on 4 July.)

However, based on the latest update by the Republic of San Marino, it appears that San Marino has taken follow-up action on the Ayat abandonment case as the flag state. In this regard, we would like to kindly request further clarification and views from in particular Mr. *** at S & P Global who is maintaining the information on IMO GISIS.

In regard of the comments received from San Marino, it may also be helpful to note that according to the procedures of the IMO/ILO Joint Database of Abandonment of Seafarers a case of abandonment can only be considered as being resolved if, and only if, ILO has received clear advice from the Member State or relevant organization that reported the abandonment that:

(i) the totality of the crew has been successfully repatriated; and
(ii) the totality of all outstanding remuneration and contractual entitlements have been paid and duly received by all the crewmembers.

Therefore, I herewith would like to invite ITF, who initially reported this abandonment case, to provide for an update on the status of this case. All information received will be duly recorded on the joint IMO/ILO database on abandonment of seafarers.
