Pplease see below the information submitted by the Local Maritime Authority in Algeciras on the situation of the Oil Products Tanker ‘CECILIA’, IMO Number 8008498, Flag: Comoros, having on board 12 seafarers from Bangladesh (1) and India (11) who were abandoned in Algeciras, Spain on 8 July 2025.
• As a general note, Algeciras Maritime Authority has been in continuous talks with the ship’s agent and channeling all the information from ITF about the case of the Oil Products Tanker ‘CECILIA’ since the first MLC complaint was received in 2024. Several visits on board CECILIA and meetings with ITF local representative have been organized over this period.
• According to the information submitted by the ship’s agent on 18 July 2025, the functionality of the 2 generators has been restored; the outstanding wages for the past three months will be paid by the shipowner this week and the repatriation request for one crew member (India) has been planned for this week too.

Since the vessel arrived in Algeciras, the shipowner has repeatedly abandoned several different crews. Despite our efforts to assist affected seafarers, new crew members continue to be allowed to embark, only to be abandoned again.
