1. Regarding the abandonment case of the subject vessel, please be informed that all the crew members have been compensatated and successfully repatriated. The vessel departed on 09.09.2025 towed and without crew for a shipyard in Salamis, Greece.
2. Taking into account the aforementioned, please consider updating the IMO/ILO joint database on abandonment, by noting the case as resolved.

With reference to your correspondence registered at the Romanian Naval Authority under number 25_76790/07.08.2025, in which you informed us about the abandonment of the MV GSP BIGFOOT 1, having IMO number 8697366, we wish to provide you with the following information:
The PSC Department of the Romanian Naval Authority operates under the regulations outlined in Romanian Government Decision No. 811, dated August 4, 2010. According to this Decision, Romania has the obligation to implement a Port State Control system, part of the European Union inspection system, based on the inspections carried out within the European Union and the Paris Memorandum region. These inspections are conducted following the procedures and guidelines of the PSC Officer's Manual that apply within the Paris Memorandum region.
Following the checks conducted by our team, we found that the vessel in question was inspected by the PSC department of the Romanian Naval Authority on JULY 30, 2021.
During this inspection, six deficiencies were identified were not deemed grounds for detaining the vessel. The crew present at the time of the inspection, composed of 28 seafarers, confirmed that they had received their wage entitlements in accordance with the agreed ongoing labor contract.
After a detailed analysis of all the documents and information in the ship's file, we have every reason to believe that, at the moment of leaving the Romanian port, the ship fully complied with the provisions of European Union legislation and applicable international rules in the field of maritime safety and security, protection of the marine environment, and standards of living and working conditions on board. Before the date on which it left the port of Constanta, namely March 12, 2023, no complaints have been received regarding the vessel in question.
We deeply regret the difficulties encountered by the crew and hope that the situation will be resolved as soon as possible.

Regarding your email dated 01-08-20225 (06:59 p.m.), please note that
- during the PSC officers' inspection conducted on 14-07-2025 and mentioned in our abandonment report, the total crew was 10. As of that date, two seafarers have disembarked and the remaining crew on board is 8 seafarers. Regardless of the total number of crew members, the conditions for abandonment of Standard A2.5.2 which still apply, refers to the two Romanian seafarers who remain on board .
- With regard to the date of abandonment, we referred to the period during which it was initially established that the criterion of non-payment of the contractual wages of the two Romanian seafarers by the shipowner for a period of two months was met.
Please note that the financial security certificate required under standard A2.5.2 expired on 29.07.2025.

P&I Club (HYDOR AS) and Flag State have been promptly informed
1. Regarding the subject vessel, please be informed that following a PSC inspection by Kavala Coast Guard Authortiy on 14.07.2025, two crew members (Romanian citizens) have not received contractual wages for over two months and have requested immidiate repatriation after payment. The crew has also reported limited food supplies on board.
2. Flag State and P&I Club have been promptly informed for their actions.
3. Attached you will find abandonment report completed accordingly.
