We refer to the crew abandonment case involving the Singapore-registered BRAVELY LOYALTY (IMO 9582726).
2 On behalf of the Maritime and Port Authority of Singapore (MPA), we would like to share that the case has been resolved. Over the past months, MPA has been actively engaging the shipowner, manager and crew, along with the relevant authorities, regarding the case, with the aim of facilitating the remittance payments and repatriation of the affected crew.
3 MPA was apprised by the shipowner on 22 August 2025 that the twelve (12) crew members (six (6) from China, five (5) from Myanmar, one (1) from Indonesia) were fully paid their outstanding wages, and safely signed off for repatriation on the same day (22 Aug 2025). The vessel continues to remain at its present location at Penang, Malaysia, with a new set of crew.
4 MPA continues to be in contact with the shipowner, to ensure that its responsibilities and obligations to ensure safe operations of the vessel and safety of the crew are observed in compliance with international regulations. The shipowner has also been reminded to adhere strictly to the requirements of the local port authority and consult them before any plan is made to return the vessel into service.
5 In observing that the crew abandonment case has been resolved, we appreciate ILO’s assistance to update the joint ILO-IMO database, please.

On behalf of the Maritime and Port Authority of Singapore (MPA), I am pleased to share that the crew abandonment case involving BRAVELY LOYALTY (IMO 9582726) has been resolved. This is consistent with the update reported by our distinguished colleague of Malaysia.
2 Over the past months, MPA has been actively engaging the shipowner, manager and crew, along with relevant authorities, regarding the case, with the aim of facilitating the remittance payments and repatriation of the affected crew.
3 On 22 Aug 2025, MPA was apprised by the shipowner that the twelve (12) crew members (six (6) from China, five (5) from Myanmar, one (1) from Indonesia) were fully paid their outstanding wages, and safely signed off for repatriation on the same day, 22 Aug 2025. The vessel continues to remain at its present location at Penang, Malaysia, after the sign on of a new set of seven (7) crew members from China.
4 MPA continues to be in contact with the shipowner, to ensure that its responsibilities and obligations to ensure safe operations of the vessel and safety of the crew are observed in compliance with international regulations. The shipowner has also been reminded to adhere strictly to the requirements of the local port authority and consult them before any plan is made to return the vessel into service.

Please accept my apologies for the delayed response, as my Capital was conducting an administrative investigation into the matter. Following the completion of an internal investigation, I am pleased to report that, as of today, 22 August 2025, all twelve crew members have been fully paid their outstanding wages and have safely disembarked from the vessel. In addition, seven new seafarers signed on earlier today, marking a smooth transition in manning arrangements. The crew change, which took place outside the designated port area, was facilitated with a special exemption granted by the Government. This information is respectfully forwarded for your kind perusal and necessary consideration. Note: Chronological summary of the case is provided in the attached document.

Thank you for your email, including sharing the update provided by our esteemed colleagues from the Department of Marine Administration, Myanmar, regarding BRAVELY LOYALTY (IMO 9582726). Based on our understanding, this update appears to contain information with no specific action requested. The Maritime and Port Authority of Singapore (MPA) has noted this update.
2 Consistent with what had been earlier communicated to the IMO by MPA on 29 July 2025 (via email correspondence from MPA’s Ms *****), MPA continues to be in close contact with the shipowner to ensure all the MLC, 2006 obligations are being discharged accordingly. The shipowner has been instructed to resolve the matter without delay.
3 MPA will provide further information when this becomes available.

6 August 2025: Myanmar

We have received a vessel abandonment report concerning the Chemical / Products Tanker Bravely Loyalty (IMO No. 9582726) under flag of Singapore. According to the report, the vessel was abandoned by the ship owner at Penang, Malaysia on 20th April 2025. There are five seafarers onboard from Myanmar, who have unpaid outstanding wages.
During the investigation of the matter, it was observed that five seafarers were sent by different SRPS companies registered in the Department of Marine Administration. The SRPS companies have reported to DMA that they have already communicated with the management and proceeded with this matter.
Therefore, we would like to express our gratitude for notifying the department regarding the unpaid wages of the seafarers mentioned above.

In particular, the China MSA is kindly requesting the Port State authority to lift the restrictions on crew change for Chinese seafarers and provide necessary assistance to facilitate their prompt repatriation.
Therefore, I would call in particular on Malaysia, as the responsible port State, to lift the restrictions on crew change for the Chinese seafarers and to provide necessary assistance to facilitate their prompt repatriation.
6 August 2025: China

The China Maritime Safety Administration (MSA) has established contact with the seafarers recruitment and placement agency responsible for the deployment of Chinese seafarers onboard the vessel currently in your port. The agency has confirmed the following information:
1. There are currently six (6) Chinese seafarers on board the vessel.
2. The vessel remains under detention by the competent authority. There may be contractual disputes and legal proceedings ongoing between the shipowner and the bareboat charterer.
3. Both the shipowner and the bareboat charterer’s designated ship managers have issued letters of undertaking for the payment of seafarers’ wages. However, the actual implementation of wage disbursement remains unclear.
4. A crew exchange involving Chinese seafarers was scheduled in July 2025, but it could not be carried out due to the pending litigation and crew change restrictions imposed by the port State.
In view of the above, we kindly request the Port State authority to lift the restrictions on crew change for Chinese seafarers and provide necessary assistance to facilitate their prompt repatriation.
We appreciate your understanding and support in safeguarding the rights and welfare of the seafarers involved.

With regards to the abandonment of the BRAVELY LOYALTY, IMO No: 9582726, which has been reported as abandoned and has been reported as being entered with the West of England P&I Club, I have contacted the club and can report the following:
On 18 July the West of England P&I informed ITF (***) that the vessel was not entered with the club at the date of abandonment. West of England confirm entry for this vessel ended on 19 April 2024 and notice of termination of the MLC financial security certificate was sent to the Flag State on the same day. No valid financial security certificate from the West of England was in place when the crew joined in August 2024.
I kindly request that the abandonment database is updated to remove the West of England as the financial security provider.
29 July 2025: Singapore

We refer to your email below and would like to provide some updates on the case involving BRAVELY LOYALTY (IMO 9582726).
2 MPA had received a crew complaint regarding the alleged unpaid wages on 3 May 2025, and had taken immediate actions to follow up with the shipowners.
3 Since then, MPA has met the shipowners on multiple occasions who informed that they are committed to deal with the outstanding payments. Currently, the wages of the crew are being handled in Malaysia Court with a security deposit that has been put in place in the account of the shipowner’s lawyer. The crew onboard, through their lawyer, have been updated of the arrangements.
4 MPA has also apprised and work with the Singapore Unions (ITF Affiliated) on the matter.
5 MPA is monitoring this matter closely and is in close contact with the shipowner to ensure all the MLC, 2006 obligations are being discharged accordingly, with no hesitation to take stronger enforcement actions. We will provide further information accordingly when this becomes available.
22 July 2025: International Transport Workers' Federation
Vessel was under arrest. The detention was then lifted by MMEA with a formal warning and the responsibility for ensuring compliance with maritime labour obligations was directed to the Marine Department (Jabatan Laut Malaysia).
At that point, it was presumed that the owner and agents would fulfil their responsibilities. 6 Chinese crew signed off the vessel on 20th January 2025 without wages.
