Circumstances
The vessel entered Cádiz on 9th August 2025 due to seawater flooding the engine room since 2nd August. PSC and crew confirm the vessel is unseaworthy. The crew requests urgent assistance, provisions and water, evacuation from the vessel and their repatriation.

Please find attached the crew list that has just been shared by the Local Maritime Authority in Cadiz upon our request.
Indian seafarers working on board ALIM PASA are listed as num. 7 and num. 8 of the crew list.
We have been also learnt that one of the Indian seafarers are facing a dramatic situation as he must get his salary to face an imminent payment for an urgent medical surgery for his son.

With reference to your email dated 11 Sep 2025 regarding the abandonment of the vessel 'Alim Pasa' (IMO No. 8975976), we have noted that there is no available data on Indian seafarers working on board this vessel in the E-Governance system of the Directorate General of Shipping (DGS).
2. In light of this, it is challenging to examine the matter further without the details of Indian seafarers currently working on board the vessel. Therefore, we kindly request you to provide the necessary details of the Indian seafarers to help resolve this issue.

Please see below the information submitted by the Local Maritime Authority in Cadiz on the situation of the General Cargo Ship ‘ALIM PASA’, IMO Number 8975876, flag: Cameroon , having on board 9 seafarers from Azerbaijan (6), India (2) and Türkiye (1) who are abandoned in Cadiz, Spain since 9 August 2025.
• On August 8th the Embassy of Türkiye in Madrid sent a note verbale to the Ministry of Foreign Affairs, European Union and Cooperation requesting the competent Spanish authorities to locate and take actions in relation to the General Cargo Ship ‘ALIM PASA’, as the ship’s operator was Turkish company and the existence of a risk to the safety of the crew due to the arbitrary change of route taken by the captain, ignoring the instructions of his company, during his voyage from Saraylar (Turkey) to Dakar (Senegal) while anchored in Jorf Lasfar (Morocco).
• The Local Maritime Authority in Cadiz contacted the MRC Tarifa. After locating the vessel near the Gulf of Cadiz and confirming that it intended to anchor in that area, MRC Tarifa was urged to contact the ship to inquire about the situation on board. After establishing communication with the ship, the captain reported that it had a waterway and problems with the bilge pump, but that the crew was in good condition.
• As a result of the situation on board, the Local Maritime Authority in Cadiz agreed on an emergency berthing at the port of Cadiz. Instructions were given to the General Cargo Ship ‘ALIM PASA’ and a tug-rescue vessel of the Spanish Maritime Rescue and Safety and Agency (SASEMAR) was deployed.
• General Cargo Ship ‘ALIM PASA’ was detained under the Paris MoU regime after the Local Maritime Authority in Cadiz carried out an inspection where a very high number of deficiencies were found, including clear grounds for detention like the structural damage and the poor conditions of the crew accommodation.
• There has been ongoing communication between representatives of the ship company and the insurance company, but neither party has diligently nor responsibly addressed their legal obligations.
• The crew's coexistence deteriorated because of the situation of neglect and abandonment that had been developing for some time, leading to discouragement, despair, and confrontations. As a result, on August 13th, the police called on board to deal with a complaint from the captain following an alleged sexual assault by *** on ooo. After a summary trial and considering the medical report confirming various bruises on the victim, the judge prohibited *** from coming within 150 meters of ooo or communicating with her.
• From the day the ship arrived at the port of Cadiz to date, food and fresh water supplies, discharge of the ship-generated waste and the accommodation of the cook in a religious institution, have not been undertaken by any legal representative of the company, despite repeated requests by the Local Maritime Authority in Cadiz. Instead, other organizations like the Red Cross, the ITF and the Seafarers' Welfare Committee of the Port of Cadiz have been providing support and legal representation to the crew.
• The Local Maritime Authority in Cadiz and ITF are focused on speeding up the negotiation with insurance company so that standards A 2.5.2 and A 4.2.1 of the MLC 2006 Convention regarding the repatriation of crew members and the payment of their wages can be applied without further delay.
As you can see from the facts described above, we are in front of an extremely complex abandonment case.
