In reference to the ELEEN ARMONIA, IMO No 9407495 which was reported as abandoned. I have contacted the American Club and would like to report that the Club is not the current financial security provider and was not at the date of abandonment noted below. The Club is not aware of any claims that met abandonment criteria within the period of cover.

My email of the 16th of January 2026 refers. During my conversation with Liberia ***, I explained the severity of the situation on board. The ITF inspector in Nigeria and I, are being bombarded by messages and the emails sent by the several seafarers. There is now an expectation that something wrong will happen. They are breaking down. Some of them have been onboard for 15 months!!
The P&I have already oblige in two instances, in which we had a captain and a 4th Eng repatriated. However, during the repatriation of the 4th Eng, they encountered bureaucratic difficulties and now they want assurances that the next disembarkations will not encounter difficulties.
We have also contacted NIMASA. What we want are two things:
(1) A confirmation from the Flag State that the disembarkation and repatriation of the 10 crew will not have adverse effect on the manning of the ship particularly in the current status of the vessel. It will be left with 8 crew.
(2) We are seeking the same from NIMASA but since the vessel is La Liberian vessel we need your confirmation.

This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.
2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
◦ Intimate the concerned parties regarding the case,
◦ Follow up regularly with the respective RPSL companies, and
◦ Conduct hearings with the RPSL companies wherever required.
3. The MEA (Division-wise) has been informed about the case to facilitate additional details and necessary coordination.
4. A Demi-Official (DO) letter has been issued to the MoPSW for their intimation and further guidance.
Kindly find attached the excel sheet with case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.

The embassy communicated your notification about the abandonment case, Bulk Carrier ‘ELEEN ARMORIA’, IMO Number 9407495 to the competent Bulgarian authorities. The official information that we received from them is that at present, the crew members of the ship "ELEEN ARMONIA" have not sought the assistance of the Bulgarian Executive Agency "Maritime Administration" to resolve cases, nor has there been a subsequent request for assistance from the Republic of Bulgaria to resolve the case from the flag state (Liberia) and/or the port state (Nigeria).
