With reference to your email dated 27 October 2025, concerning the newly reported abandonment case of the M/V MALA KADO (IMO 9141912), registered under Abandonment ID 01471, the Guinea-Bissau International Ships Registry (G-B ISR), in its capacity as the last Flag State of registry, wishes to provide the following information and comments for the IMO/ILO Joint Database.
1. Flag Status and Scope of Comments
As already officially communicated, the M/V MALA KADO is no longer registered under the Guinea-Bissau flag. The Notification of Cancellation of Registry (Ref. No. 034/GB/NOC) was officially issued on 21 July 2025 due to the shipowner’s persistent non-compliance with the Administration’s directives and failure to meet the fundamental obligations arising under the Maritime Labour Convention, 2006 (MLC 2006) and the IMO/ILO Guidelines on Seafarer Abandonment.
Accordingly, the comments provided herein are submitted in the context of the vessel’s last registered flag status, as part of our continued cooperation and duty to assist in the resolution of all pending humanitarian and contractual issues affecting the seafarers concerned.
2. Continued Flag State Actions and Coordination
Since the initial abandonment notifications (Abandonment IDs 01020 and 01324), the G-B ISR has maintained consistent communication and coordination with the vessel’s management company and its local representatives.
Repeated official communications were addressed to the vessel’s managers, requesting:
• Submission of updated crew lists;
• Documentary evidence of wage payments; and
• Confirmation of repatriation arrangements for the remaining seafarers.
Despite limited cooperation from the ownership and management entities, the G-B ISR continues to follow up and seek verification of the owners’ commitments to settle all outstanding obligations to the affected seafarers.
3. Current Information and Documented Evidence
According to information provided by the G-B ISR competent Divisions (Maritime Operations Division), the owners confirmed that they would settle the outstanding wage payments for that period.
Subsequently, partial payment of wages has been confirmed by the International Transport Workers’ Federation (ITF) and acknowledged in the documentation transmitted to our Administration. However, the vessel’s managers have not yet provided the relevant bank documentation or official receipts to substantiate full settlement of the crew’s financial entitlements.
4. Ongoing Commitment to Case Follow-Up
The Guinea-Bissau International Ships Registry reiterates its commitment to closely follow up on the M/V MALA KADO case until all issues concerning the repatriation and payment of the remaining two Azerbaijani seafarers are verified as resolved.
Although the vessel is no longer under Guinea-Bissau registry, our Administration remains available to cooperate with the IMO, ILO, ITF, and the Port State authorities of Egypt to ensure that the affected seafarers’ rights are fully protected and that the humanitarian aspects of this case are addressed without further delay.

6 November 2025: Azerbaijan

I am contacting you from the behalf of the State Maritime and Port Agency under the Ministry of Digital Development and Transport of the Republic of Azerbaijan. We have received information regarding the abandonment of the vessel MALA KADO (IMO Number 9141912, Flag: Guinea-Bissau until 01.07.2025). The relevant information has been forwarded to the Ministry of Foreign Affairs of the Republic of Azerbaijan. The mentioned vessel has remained at sea for 11 months due to an engine malfunction. Communication has been maintained with the crew members, and it was reported that on 31 October 2025, two seafarers were sent to replace the citizens on board. On the same day, tickets were purchased for the returning citizens. However, the port customs authorities did not grant permission for the crew change, resulting in the purchased tickets being rendered invalid. Additionally, we would like to note that Mr. *** has encountered health-related issues during this period.

The same vessel was already notified on 13 May 2025 to have two seafarers on board who were in Suez Anchorage, Egypt on 21 January 2025.
