With reference to your below email regarding the abandonment of the vessel “DAYNA” (IMO No. 7331551), we have noted that there is no available data on Indian seafarers working on board this vessel in the E-Governance system of the Directorate General of Shipping (DGS).
2. In light of this, it is challenging to examine the matter further without the details of Indian seafarers currently working on board the vessel. Therefore, we kindly request you to provide the necessary details of the Indian seafarers to help resolve this issue.

We are writing to draw your immediate attention to a serious situation involving the vessel DAYNA (IMO 7331551), currently located in Al Hamriyah, UAE.
The crew on board, comprising seven Indian seafarers and one Pakistani seafarer, have reported that they are owed between two and eight months of unpaid wages. This represents a clear and serious breach of the Maritime Labour Convention, 2006 (MLC), to which Iran is a party.
We have now been informed by the crew that the owner is instructing them to take the vessel out of Al Hamriyah port and to rendezvous with another abandoned vessel (SAMAD 21) operated by Wasit Shipping Agencies LLC elsewhere in UAE territorial waters. The stated purpose of this move is to replace the existing Indian and Pakistani crew with Iranian seafarers, allowing the company to evade its responsibility to pay the current crew their outstanding wages.
If this information is accurate, it represents a deliberate and unlawful attempt to avoid compliance with MLC financial security and repatriation obligations, and a clear act of abandonment under Standard A2.5.2 of the Convention. It would also place the vessel and its crew in direct contravention of both international and Iranian maritime law.
Given the seriousness of these violations, and the clear intent of the operator to circumvent its legal obligations, we respectfully request that the Iranian flag authorities issue a flag state detention for the DAYNA until:
1. All outstanding wages have been fully settled to the current crew, and
2. Their safe and immediate repatriation has been arranged.
Such action would ensure compliance with Iran’s obligations as a flag State under the Maritime Labour Convention and reaffirm the commitment of your Administration to protecting seafarer welfare and preventing abuse under the Iranian flag.
We would be grateful for your urgent attention to this matter and for confirmation of any steps taken to investigate and detain the vessel pending resolution.
