The ILO/IMO Joint Database on Abandonment of Seafarers is maintained and updated in accordance with established procedures.
To reiterate the relevant procedure, a case of abandonment will be considered as resolved if and only if the ILO has received clear advice from the reporting party, in this case, the ITF (HQ). The ILO is currently awaiting their official update and will update the Joint Database accordingly once relevant information is received.
Considering the comprehensive circumstances of this case, we kindly request all concerned parties to take them into account when providing information.
In addition, in line with established procedures, any information provided by interested parties will be duly added to the Joint Database.

As per the email that *** has sent regarding the status of the case.
Once again, it is ironic that a company can withhold seafarers’ wages for 2-3 months, describe the abandonment as ‘alleged,’ and then request that the case status on the ILO website be updated immediately once payment is made. I would remind both the company and the flag State that this is the third abandonment reported on this vessel in 12 months, and that we currently have unresolved/disputed cases on three more ELEEN vessels, which clearly indicates a recurring pattern.
We will be sending through a number of updates to abandonment cases in due course.

We refer to the vessel M/V ELEEN EVA (IMO: 9527415) and the related abandonment case ID 01516, which is currently marked as “Dispute” since 25 November 2025.
The shipowner, Eleen Marine JSC, has requested an update on the status of this case. We would greatly appreciate the ITF’s urgent review and advice.

17 December 2025: International Labour Organization
We refer to your recent correspondence concerning the vessel M/V ELEEN EVA (IMO: 9527415) and the related abandonment cases recorded in the ILO/IMO Joint Database on Abandonment of Seafarers.
For the sake of clarity, the vessel has been reported as an abandonment case on three separate occasions, twice by the ITF and once by the flag State, namely on 3 December 2024, 3 September 2025, and 7 November 2025. The first two cases were subsequently updated to Resolved status, while the most recent case, registered under Abandonment ID 01516, remains under Disputed status as of now 17 December 2025, with no official change formally communicated to the ILO.
We acknowledge receipt of the email dated 16 December 2025 from the ITF, copied to the ILO, and sent by Eleen Marine JSC on 17 December 2025, and confirm that the related correspondence thread between the two organizations has been duly noted.
However, in accordance with established procedures, a case of abandonment will be considered as resolved if, and only if, the ILO has received clear advice from the Member State or organization having originally provided the information that:
(i) the totality of the crew has been successfully repatriated; and
(ii) the totality of all outstanding remuneration and contractual entitlements have been paid and duly received by all the crewmembers.
In this regard, the email provided from the ITF FOC Network Coordinator for the Asia Pacific Region on 16 December 2025 states as follows:
“We have been informed that the crew has received their November salaries, the crew is due to be repatriated next week, and their December salaries will be paid then. We will proceed to close the abandonment case and keep an eye till the crew has been changed due to the sale of the vessel and the repatriation has been completed.”
Based on the above, a determination as to whether the case meets the criteria for resolution would require clear advice from the ITF, as the organization that originally reported the case, confirming that the above-mentioned conditions have been fully met.
The ILO remains ready to update the Joint Database as expeditiously as possible upon receipt of official confirmation or further feedback from the competent reporting entity.
We trust the above clarifies the current status of the case for your business planning purposes.

The International Transport Workers’ Federation (ITF) reported to the International Labour Organization (ILO) that above-named vessel was allegedly abandoned with the date of 1 November 2025.
You will find in the attachment screenshot from the ILO website. The ILO is handling the case under the number - ABANDONMENT ID: 01516.
There was temporary delay in the payment of crew wages as the result of minor and temporary cash flow challenges faced by the Company.
These challenges have been thoroughly explained to the crew, and we were taking all necessary steps to resolve the matter promptly.
The crew has received now all their owed wages in full and there are no open issues in relation to the payment.
You will find in the attachment screenshot of the ITF email, which is self-explanatory, sent by the ITF in copy to ILO, and in which is confirmed the abandoned case to be closed. In fact, the salaries for which the case was opened, namely September and October, were paid and cleared at a much earlier stage.
We would like to request your good office to withdraw the abandoned case related to the vessel “ELEEN EVA”, IMO: 9527415 - ABANDONMENT ID: 01516 and amend its status as "Resolved".
It is in the best interest of seafarers onboard for the vessel to be operational. The notification of the abandonment, which is obviously not the case anymore, should be withdrawn with the immediate effect. There is no open crew related issue onboard.

In reference to the below abandonment of ELEEN EVA, IMO No 9527415, I have contacted the Club, and they have the following to report:
The Club are aware of the reported abandonment and are actively dealing. The Club have been informed that the majority of the crew have been paid up to and including end of September and the Club have been advised by Owners that all wages up to the end of October have been paid and that arrangements for those crew who wish to be repatriated is being arranged and are coordinating.
27 November 2025: International Maritime Organisation
The insurer is: American Steamship Owners Mutual Protection & Indemnity Association, Inc - refer the attached second report concerning the same vessel, which was previously notified on 12 September 2025 with abandoned seafarers on board in Kandla, India on 23 July 2025.
25 November 2025: International Transport Workers' Federation
Some salaries paid, some unpaid. October remains unpaid for all crew. Repatriations still pending.
