According to the initial ITF report of this new abandonment case, the flag State San Marino was notified on 1 December 2025 after the crew was already abandoned since 1 September 2025. Therefore, the deletion from the register of San Marino on 18 December 2025, which meanwhile was confirmed by S & P Global, is without prejudice to the established rights and obligations of the seafarers, shipowner and the flag State of San Marino under the MLC, 2006 at the moment of the establishment of the abandonment on 1 September 2025. As explained in my previous message these rights and obligations remain vested on the then known entities and that can’t be changed by the deletion from the register.

Thank you for your message, well noted.
For the sake of complete information we had never received compliant from the crew and the abandonment was notified to us late in December when the deregistration process was already in progress.

It may be helpful to note that the deletion from the register of San Marino is without prejudice to the established rights and obligations of the seafarers, shipowner and the flag State of San Marino under the MLC, 2006 at the moment of the establishment of the abandonment on 1 September 2025. The vessel no longer flies the San Marino Flag.
She was deleted ex-officio due to noncompliance with more than one national and international requirements.

26 December 2025: India
(from the Directorate General of Shipping)

This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.

2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
◦ Intimate the concerned parties regarding the case,
◦ Follow up regularly with the respective RPSL companies, and
◦ Conduct hearings with the RPSL companies wherever required.

Kindly find attached the excel sheet with newly added case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.
