I am directed to forward herewith a copy of letter F. No.: 23-ABAN/2/2026 -CREW - DGS (Comp No. 38423) dated 16.01.2026 regarding Abandonment of the vessel ‘SAYEDONA’, IMO Number 7726213, flag: Tanzania, at Benghazi, Libya is for information & necessary action.

This Directorate has received information from the International Transport Worker's Federation dated 08.01.2026 that the following General Cargo Ship 'SAYEDONA', IMO
Number 7726213, Flag: on IMO GISIS: NOT KNOWN, before lll2l2024: Togo, apparently now: Tanzania (United Republic of,), having on board 8 seafarers (1 seafarer requesting assistance) from India (2), and Syria (6) who were abandoned in Benghazi, Libya on 1 March 2025. There are outstanding wages for 7 months, and lack of provisions and water on board.
2. As per the information obtained. it is understood that the following 01 seafarer is recruited through M/s. Seaboost Ship Management Pvt. Ltd. (RPSL-MUM- 162209) on
the said vessel.

3. In this connection, you are requested to furnish the reports on the factual position of the vessel along with the following documents:
a. Master's IMO crew list of the vessel.
b. Details of Owners of the vessel
c. Detail of P&I Club of vessel
d. Details of supply of provisions and fresh water to the vessel.
e. Details of payment of wages to the seafarers with evidence.
f. Reason for abandonment of vessel.
4. A report on the subject matter may be communicated to this office, with a copy sent to the DSEO of the jurisdiction concerned, at the earliest.
5. Further the DSEO is to make follow up with the concerned RPSL and submit the factual report to the Directorate within 15 days.
