I am directed to refer to the incident involving the abandonment of lndian seafarers onboard the vessel 'DARLA', IMO Number 7601073.
2. Upon examination of the records and available documentation, it has been observed that a total of 05 Indian seafarers was recruited onboard the said vessel through the concerned below mentioned RPSL companies. However, it has come to light that the recruitment process did not comply with the guidelines and requirements stipulated in the MS Act, RPSL Rules and DGS Guidelines. This information was received from the ITF regarding the vessel's abandonment, dated 07.01.2026. This represents a serious violation of crew management and regulatory compliance standards.
The details of the RPSL Companies involved are as follows.
a N/s. Willmar Shipping Solution LLP (RPSL-MUM-162127)- 02 Seafarers.
b. M/s. Wavecrest Marine Services Pvt Ltd (RPSL-MUM-162299)- 03 Seafarers
3. ln view of the above, you are requested to examine the matter in detail and initiate action for the issuance of Show Cause Notice lo the concerned RPSL companies in accordance with the applicable RPSL rules.
4. A consolidated report of findings and responses received from these RPSL companies may kindly be forwarded to this Directorate at the earliest for further necessary action.
