I am writing to you regarding your email of February 19, 2026, concerning the joint ILO/IMO Ship Abandonment Database and the new vessel notified by the ITF: Platform Supply Vessel "BRAWLSTARS", IMO number 8110992, flag: UNKOWN.
In this regard, the Bolivian Ministry of Foreign Affairs, in coordination with the Vice Ministry of Defence and Integral Development Cooperation, and the Bolivian International Registry of Ships, hereby informs that the registration of the platform supply vessel named "BRAWLSTARS", IMO number 8110992, was cancelled by RIBB Administrative Resolution No. 016/2023, dated July 14, 2023.
Furthermore, the Bolivian International Registry of Ships (RIBB), through Note RIBB/URI/OF No. 076/23, dated July 25, 2023, notified the Secretary of the Latin American Agreement on Port State Control of Ships (Vina del Mar Agreement) of the cancellation of the Bolivian registration. On the same date, Note RIBB/UR/OF No. 078/23 was sent, informing the International Maritime Organization of various Memoranda of Understanding and other relevant International Organizations, the cancellation of the Bolivian flag registration of the vessel "BRAWLSTARS", IMO number 8110992.
Similarly, through Note RIBB/URI/OF No. 077/23 of July 25, 2023, addressed to the Director of the Naval Command of Port Captaincies and Maritime Authority of the Dominican Republic, regarding the cancellation of the Bolivian registration of the aforementioned vessel, it was also reported that the vessel was operating with falsified and altered documents. The company MARCLASS BUREAU OF SHIPPING S.A., ***, was informed that it did not have any authorization to issue certificates or make any official recognitions on behalf of the Bolivian Administration.
Finally, the same note requested that this information be shared with the relevant community in the region. Regarding seafarers allegedly abandoned, this naval organization (RIBB) has no record of any complaints or other information concerning crew members before or their discharge.
In this regard, please find attached the relevant notes for your consideration.
