I am writing this email to formally bring to your attention the events that took place today during the office meeting in Tirupati, which was attended by Mr. *** along with the Panama representatives.
Additional MR *** sir told to owner no issue we will remove this restrictions from vessel don't worry about that .
During the meeting, it was communicated that my pending salary would be settled on an “as per OS basis”. I respectfully disagreed with this approach, as my salary claim is based on my contract terms, rank, and working conditions, and I requested that the settlement be done strictly as per my contract and entitled wages.
I would also like to highlight that an ASI inspection had previously been conducted in Panama, during which all crew documents were submitted and verified. My COC is valid and the same is also held by the Chief Engineer onboard. All required documentation from my side has already been submitted.
However, during today’s meeting, I observed that the discussion largely appeared to be in favour of the owner’s side. The meeting note provided only mentioned a “reporting session”, whereas my understanding was that the purpose of the meeting was to address wage settlement issues properly.
Additionally, I noticed discrepancies between the earlier survey/list shared during inspection and what was presented today. This raises serious concerns regarding consistency and transparency in the process.
It is also important to mention that the vessel had multiple MLC violations (around 30), yet the outcome of the discussion still appeared to support the owner’s position.
At this stage, I have no proper accommodation or financial support available, and I was further advised to mutually settle the matter by accepting a very minimal amount (around USD 200) and arranging my own ticket, which I find unreasonable considering my pending wages and situation.
Further, I would like to inform you that I also spoke with *** on call, and I was told that if I want my salary, I should approach the court and file a case. I find this response very concerning given the current situation and pending wage dispute.
I also want to respectfully bring to your notice that I am feeling the overall process is becoming one-sided in nature, and I am under the impression that external influence and unequal bargaining position may be affecting the fairness of the resolution process. I sincerely request the authorities to ensure that the matter is handled strictly on merit, contract terms, and applicable maritime regulations, without any bias or pressure from either side.
I respectfully request the authority to:
Re-evaluate my salary claim strictly as per my contract and rank
Ensure a fair and transparent review of all inspection and meeting records
Clarify the inconsistencies between inspection documents and today’s meeting outcome
Provide proper assistance regarding my current living and financial situation until resolution
Ensure that the settlement process is not biased towards any party
I have attached the meeting attend letter of today they mentioned only for reparations.
I am requesting urgent intervention in this matter so that a fair and lawful resolution can be reached.

I am writing to urgently request your immediate intervention and assistance regarding my current situation.
I was forcibly removed from my vessel with the involvement of local police, despite the fact that my salary has still not been paid. I have not received any pending wages from the company. This action has left me in a very difficult and unsafe condition.
I had already submitted complaints and evidence regarding salary issues, forced sign-on, and other violations. However, even after the Panama inspection and multiple complaints, I have still not received any proper response or resolution from the Panama authorities.
At present, I have only been provided hotel accommodation for 15 days. After these 15 days, I will have no financial support, no salary, and no place to stay. I am under severe mental stress and uncertainty about my future and safety.
I respectfully request the following urgent actions:
1. Immediate investigation into my forced removal from the vessel.
2. Immediate payment of all my pending salaries and dues.
3. Assistance for my safe repatriation/flight arrangements.
4. Protection of my rights as a seafarer under MLC regulations.
5. Urgent response from Panama Flag and concerned authorities regarding my complaint.
If no immediate action is taken, my situation may become even more serious because I have no financial resources left.

I would like to submit an urgent complaint regarding my current situation with the company and request your immediate intervention.
I was never physically taken to Immigration for any medical or physical sign-on process. The agent completed my online sign-on into the company without my proper consent and without following the correct legal procedure. After that, I was forcefully placed onboard the vessel against my wishes.
Additionally, the company has still not paid my salary. Despite working onboard, I have been removed from the vessel without receiving my pending wages and without any proper settlement.
This situation has caused me serious mental stress, financial problems, and hardship. I believe the company and agent have acted improperly and against maritime procedures.
Therefore, I respectfully request the Flag Authorities to take immediate action regarding:
1. My unpaid salary and dues.
2. The illegal/unauthorized online sign-on process.
3. The forceful boarding onto the vessel without proper procedure.
4. Investigation into the conduct of the company and agent.
5. Protection of my rights and immediate assistance.

I would like to urgently bring to your attention my current situation onboard the vessel.
It has been three days since I have been without proper accommodation. I do not have a cabin, bed, or any proper place to rest onboard. I have been managing somehow by sitting on a chair, which is not at all suitable for rest or basic living conditions.
Further, the company has already stopped providing food, and currently I am relying on ITF arrangements for meals. My overall condition onboard has become very difficult and stressful due to lack of proper rest and basic facilities.
I kindly request you to please look into this matter on urgent basis and arrange proper accommodation and basic living facilities at the earliest.

My cabin remains locked, and all my personal belongings, including my clothes, phone charger, and other important items, are still inside the room. I am even charging my phone from a distant place because I do not have proper access to my belongings.
I currently have no safe place to stay or sleep, and no one is helping me despite my situation. I kindly request your immediate intervention to help me regain access to my cabin and personal belongings and to ensure that I am provided with a safe place to stay.

I urgently request your immediate assistance and protection regarding my present situation onboard.
Earlier, false complaints were made against me by the vessel owner/company, after which I was taken to the police station and kept there for several hours. Later, the police brought me back to the vessel.
However, after returning to the vessel, the crew/company locked my cabin and informed me that I am “not allowed” onboard anymore as per company instructions.
At present, half of my personal belongings are still locked inside my cabin, including:
• My second phone
• Phone charger
• Clothes and personal items
• Other important belongings and documents
The remaining belongings have been kept outside, and I am currently sitting outside the vessel/cabin area without proper accommodation, safety, or access to my essential items.
I am very concerned about my safety and also fear further harassment, false allegations, or forceful removal. I respectfully request the authorities to urgently intervene and assist me with:
1. Immediate access to my cabin and personal belongings.
2. Protection from harassment or unlawful actions.
3. Safe accommodation until the matter is legally resolved.
4. Official recording of this incident.
5. Prevention of any forced removal or intimidation.
6. I have no space to sleep.
I request urgent humanitarian and legal assistance as I currently have nowhere to go and no access to my important belongings.

There are outstanding wages for more than 15 months and the SEA expired end of October 2025. The insurer is: UNKNOWN. There appears to be a repeated pattern again by the company SEA SAIL SHIPPING: the same threats occurred on vessels like ‘MV GOVINDA’, flag: United Arab Emirates.
Once more, I herewith forward the request to the responsible flag State Panama and the port State United Arab Emirates to take urgent action, as appropriate and in conformity with the attached joint IMO/ILO Guidelines on how to deal with seafarer abandonment cases.

I would like to urgently inform the authorities that false allegations have been made against me by the vessel owner and certain crew members. A false complaint has been filed stating that I was abusing and fighting with crew members, which is completely untrue.
At present, I am sitting at the police station, and despite my request, my evidence and explanation are not being properly considered. I have fully cooperated with the police and have not committed any violent act or misconduct onboard.
I respectfully request:
1. A fair and impartial investigation into this matter.
2. That my evidence, phone records, and statements be properly reviewed.
3. Protection from false accusations, pressure, and intimidation by the owner and associated crew members.
4. That no action be taken against me without proper verification of facts.
I fear that I am being intentionally framed in order to remove me from the vessel and create legal trouble for me unfairly.

I would like to urgently report that the company is trying to create a false impression that I am fighting with the crew onboard. In reality, some crew members are being provoked and sent to threaten and intimidate me.
Today, certain crew members came aggressively towards me and attempted to physically assault me. To avoid any confrontation, I immediately went back to my room and stayed inside for my own safety.
I fear that the company may try to falsely implicate me in any onboard dispute or violence. Therefore, I request your urgent intervention and protection before the situation becomes more serious.

Apparently, there is a repeated pattern by the company SEA SAIL SHIPPING: the same sequence has occurred on vessels like ‘MV GOVINDA’, flag reportedly now: United Arab Emirates, where the master is also abandoned after more than one year work on board . Despite an inspection by the flag State Panama has been carried out more than two weeks ago, which revealed very severe deficiencies, the case has still not been resolved.
I sincerely hope that all of these very severe abandonment cases will be resolved as soon as possible with the kind efforts of all responsible States, including the flag and port States.

I am writing to formally raise an urgent complaint regarding my current situation onboard the vessel.
Despite multiple follow-ups, my issue remains unresolved. I have not received my pending wages, and my sign-off is still not completed. I am currently onboard, waiting for both my salary settlement and sign-off.
However, the vessel owner is now attempting to falsely implicate me. Recently, he went ashore along with two crew members and allegedly tried to lodge a false complaint against me. This appears to be a deliberate attempt to create false grounds against me.
Furthermore, my name has been unlawfully removed from the crew list, even though I am still physically present onboard the vessel and have not been officially signed off. This action is completely unjustified and raises serious concerns regarding my safety and legal standing.
I believe these actions are being taken to avoid paying my wages and to manipulate the situation against me.

This is to formally bring to your attention that my case is already registered in the IMO/ILO joint database and relevant authorities are fully aware of the situation.
My wages for approximately 14 months are still pending and have not been paid. In addition, basic provisions including food have also been restricted onboard.
I have not been properly signed off and remain onboard without clear communication regarding my employment status or completion of due process.

This is to inform you that the inspection was conducted on the vessel and serious MLC deficiencies were identified.
Currently, there is no cook onboard and no proper food arrangement. Only due to ITF intervention, food is being provided to the crew.
The survival onboard is solely dependent on ITF support; otherwise, the company is not providing food or any basic necessities. The overall condition onboard is extremely poor.
I have been onboard for the past 15 months, and due to the ongoing situation and lack of support, I am now mentally distressed.

With due respect, I would like to clearly state that my primary concern is the full payment of my outstanding wages, which have now accumulated for approximately 15 months. While I understand the limitation of four months under the financial security provision, this does not cover the total amount owed to me under my employment agreement.
I kindly request your support and intervention to ensure that the shipowner fulfills the obligation to pay my full outstanding salary, not limited to the four months guarantee. This prolonged delay has caused me significant financial hardship and mental stress.

The Maritime Labour Affairs Department extends its warmest greetings and, following up on previous communications, informs you of the Flag State's position regarding the case of the vessel SHEENATH JI.
In this regard, we would like to reiterate that, in accordance with Rule A2.5 of the Maritime Labour Convention 2006 (MLC), concerning Repatriation, every Member State has an obligation to ensure the repatriation of seafarers serving on board ships flying its flag. In accordance with the above, Article 88-E of Executive Decree No. 86-2013 establishes that the financial guarantee provided by the shipowner must be sufficient to cover, among other things, the following:
1. Wages and other outstanding benefits owed by the shipowner to the seafarers in accordance with the employment agreement, the applicable collective bargaining agreement, or current national legislation, with a maximum limit of four months of outstanding wages and four months of other outstanding benefits… Based on the aforementioned regulations, the Panama Maritime Authority will proceed to manage the repatriation of the seafarers, if that is their request.

I would like to inform you that the Flag State(ASI) inspection onboard the vessel has been completed on date-01/04/2026 (VESSEL NAME-MT SHREENATH JI/IMO NO-9361926).
During the inspection, the Surveyor has observed and recorded the following serious deficiencies:
• Vessel condition found to be very poor
• Insufficient provisions onboard
• Photographic evidence has been taken of all areas, including accommodation, engine room, deck, provision store rooms and deep freezers
• Crew employment contracts have been collected and reviewed
• Vessel is not properly manned as per Minimum Safe Manning requirements (Chief Officer not available)
• Non-compliance with MLC requirements has been identified
• The Surveyor requested onboard wage slips and payment records, but none were available, as salaries have not been paid by the Company
• I have provided all contract letters and proof of service for approximately 14 months I worked onboard as Master to the inspector
The situation onboard has been confirmed as critical by the attending Surveyor.
In view of the above, I kindly request your urgent intervention and request you to take strict action against the Owner, ensure immediate compliance, and arrange payment of all outstanding wages.

Please receive cordial greetings from the Maritime Labour Affairs Department.
Regarding the case of Mr. ***, captain of the vessel SHREENATH JI (IMO 9361926), Panama, as the Flag State of the vessel, has taken actions with the aim of providing a solution to the situation.
We have been in contact with the shipowner and have informed them of the complaint filed, as well as the violations of the MLC Convention, 2006, as amended, making it very clear that they must comply with their obligations (payment of wages and provision of food). Likewise, we have requested the Directorate General of the Merchant Marine to carry out a Flag Inspection as soon as possible, in order to verify first hand the situation on board.
We have been in constant communication with Mr. *** and have informed him that Panama is fully willing, if necessary and if he so wishes, to make the arrangements for his repatriation, in compliance with the MLC Convention, 2006, as amended.
We continue to monitor and manage Mr. ***’s case on a daily basis and will keep you informed of any progress made.

We are still facing abandonment, non-payment of wages, and severe mental and physical stress. There is a shortage of basic necessities, and conditions are becoming increasingly difficult to survive.

The purpose of this message is to provide a status update on complaint 055-2026, submitted in relation to the abandonment on board the vessel Shreenath Ji (IMO 9361926).
I am pleased to inform you that emails and follow-up reminders have been sent. Likewise, a reques was made to verify whether the vessel has financial security. Subsequently, the request for an ASI inspection is currently being coordinated. Additionally, the vessel has been restricted. At present, the vassel is under restriction.

I herewith forward a renewed urgent request for assistance from Mr. ***, the Master and citizen from India who is allegedly in a very critical and mentally very stressful situation on board the Products Tanker ‘SHREENATH JI’, IMO Number 9361926, Flag: Panama, having on board 10 seafarers (only one is requesting assistance) from India who were abandoned in Dubai, United Arab Emirates since 1 April 2025. There are outstanding wages for more than 11 months and the SEA expired end of October 2025. The insurer is: UNKNOWN.
Apparently there is a repeated pattern by the company SEA SAIL SHIPPING: the same sequence has occurred on vessels like ‘MV GOVINDA’, flag reportedly now: United Arab Emirates, where the master is also abandoned after more than one year work on board .
I herewith would like to kindly call on all responsible States, including the flag State Panama and port State United Arab Emirates, to take urgent and immediate action, as appropriate.
All information received will be recorded on the joint ILO/IMO database on abandonment of seafarers.

I would like to inform you that my situation onboard has become extremely critical. My salary remains unpaid, and my sign-off has still not been arranged despite my repeated requests. I have already submitted all required documents, including my COC and other verifications, to the concerned authorities.
Due to this prolonged situation, I am under severe mental stress, and my family is facing serious hardship, especially as my father is unwell and I am unable to support them. I feel completely helpless as no resolution has been provided so far despite all efforts from my side.
I respectfully state that if this matter is not resolved urgently, the situation may lead to very serious consequences, for which the responsible parties may be held accountable.

I urgently request immediate intervention in my case of seafarer abandonment, non-payment of wages, and denial of repatriation.
I have already submitted all required evidence, including valid CoC (STCW), endorsements, proof of my last vessel under UAE flag (despite owner’s denial), Sea Sail Shipping delivery sheets, MT Sudarshan fresh water records, and Blue Tech Marine delivery records confirming company involvement. Additionally, MT Sudarshan and MV Subhan(UAE FLAG) were Sea Sail vessels, and therefore Sea Sail delivery sheets were always used onboard, which I am attaching as supporting proof.
Despite clear proof, no action has been taken. The owner continues to mislead authorities. This is a repeated pattern—denying ownership when vessels are in trouble and rejecting valid documents when crew request salary.
I have been unpaid for 14 months. I am unable to support my family, my father is seriously ill, and I am under severe mental distress. My situation has become critical.
If no immediate action is taken, I am extremely worried about my mental condition and personal safety. I am not in a stable state and feel completely helpless as I cannot support my family in this situation.
I urgently request:
• Immediate payment of pending salary
• Immediate sign-off and repatriation
• Investigation into the owner’s misconduct

I have been working on this vessel for 14 months without receiving my salary.
My contract has ended, but the owner has denied payment citing lack of funds.
I approached ITF for support, but the company started alleging after approch ITF that I do not have valid documents, despite me being a repeated captain in the same company.
I have submitted all COC documents, endorsements, and proofs to the relevant authorities.
Despite providing full documentation and evidence, no authority has taken any action to help me.
I am being denied food on board, and the company has stopped providing meals.
I am subjected to harassment, threats, and mental torture by the company.
My day-to-day survival is extremely difficult at this time. I am struggling to survive day by day due to lack of basic necessities.
My day-to-day survival is possible only due to ITF assistance; no other authority has provided any support.
The Flag State is fully aware of my case, but has not taken any action and is providing no assistance.
Given the above, I request ILO to urgently intervene and refer this matter to the relevant authorities for immediate humanitarian action, including my salary, sign-off, and safe repatriation.
Please consider this as a humanitarian emergency and take urgent action.

I am writing to the International Labour Organization (ILO) and the International Maritime Organization (IMO regarding my extremely critical and dangerous situation onboard.
My name is ***, serving as Master onboard vessel MT SHREENATH Ji (Panama Flag) Imo no-9361926
I have been onboard this vessel for the past 14 months. I have neither received my salary nor been granted sign-off. My employment contract expired on 23 October 2025.
After expiry of my contract, I requested the company for my salary and sign-off, but they clearly refused, stating that they do not have money to pay me.
Following this, I approached ITF and also informed the concerned authorities and Flag State (Panama) regarding my situation. However, despite all efforts, only ITF is trying to assist me. No other authority is taking any action, and I am not receiving any support.
The situation onboard has now become extremely serious and inhuman:
I am not being paid any salary
I am not being allowed to sign-off
The company has stopped providing me food onboard
I am facing continuous harassment and mental torture
I am unable to sleep and live in proper conditions
I am under extreme stress and fear for my life and safety
When my food was completely stopped, I received minimal support through ITF from welfare services, but apart from ITF, no one is helping me.
I am in a very dangerous condition and mentally disturbed. I am extremely worried about my life and safety onboard.
I humbly request your urgent intervention:
Immediate payment of my pending wages
Immediate sign-off and repatriation
Immediate protection of my safety and life
Strict action against the shipowner under MLC regulations
This is a serious case of abandonment, harassment, and violation of my basic human rights.

I am writing to urgently request assistance regarding my critical situation onboard the vessel.
I am currently facing regular harassment and mental pressure from the company side. My situation is becoming very difficult and I fear for my safety onboard.
There is absolutely no insurance coverage for me or the crew onboard this vessel. This is a serious violation of the Maritime Labour Convention (MLC 2006). Because of the absence of insurance, there is no protection or medical security available to us.

I am writing to urgently inform you about the severe situation I am facing onboard.
My food has been deliberately denied by the crew under pressure from the vessel owner. This is because I am raising a dispute regarding my unpaid salary, and this appears to be a deliberate attempt to harass and torture me. Despite having already informed the concerned authorities about this, no solution has been provided so far.
Today, when I went to collect my dinner, the crew again told me that no food had been prepared for me.
Furthermore, Mr. ***, an employee of Sea sail Shipping come onboard regularly, intimidates and harasses me directly. He also gives instructions to the crew against me, increasing the pressure and harassment I am already facing.
My salary is still unpaid, no update has been provided regarding my sign-off, and the situation onboard continues to be extremely stressful and inhumane.
I respectfully request urgent intervention from all concerned authorities to ensure:
1. I receive proper food and basic necessities onboard.

Please note that the owners of this vessel have been repeatedly reported to the ILO/IMO Joint Database on Abandonment of Seafarers for failure to pay wages and failure to repatriate.
ITF believes that they are responsible for the following vessels.

SHREENATH JI (IMO 9361926; Flag Panama)
Sudarshan (IMO 1043592; Flag Unknown)
The company has routinely failed to pay wages and then accused masters of wrongdoing in an effort to avoid paying what was agreed. They have also routinely issued threats of violence, imprisonment and unjustified legal action.
In my view, the actions of the company amount to forced labour.
ITF urges all responsible states to take appropriate action in relation to these cases immediately.
We also request that ILO attach this statement to the abandonment records of each of the named vessels.
