The attached message was received from the Seafarers Department, Tanzania Zanzibar International Register of Shipping (TZIRS), Zanzibar Maritime Authority, Zanzibar (United Republic of Tanzania), concerning General Cargo Ship ‘DREAM WAVE’, IMO Number 8693073, flag: UNKNOWN at the time of reporting, however on IMO GISIS before 1 December 2025: Sierra Leone and apparently now since 1 February 2026 with a new name ‘STAR WAY’: Zanzibar (United Republic of Tanzania) , having on board 15 seafarers from Indonesia (8) and Russian Federation (7) who were abandoned in Vladivostok, Russia on 1 February 2026. There were outstanding wages for 3 months. The insurer was reported: UNKNOWN.

The information received is noted and will be recorded on the joint ILO/IMO database on abandonment of seafarers. I herewith would like to request ITF who initially reported this abandonment on the current status of the case.

I would like to provide an update regarding the outstanding wage complaint for STAR WAY (IMO 8693073).

Following our inquiry, the RO has confirmed that the outstanding wages have been fully paid to the affected seafarers.
According to the RO's latest update, the crew members joined the vessel before the current Owners took over the ownership of the vessel. Therefore, the outstanding wages were related to the previous Owner and management. However, the current Owners have settled the outstanding wages.

Please find the attached payment confirmation from the current Owners for your review.
We would appreciate it if you could update this information in the ILO/IMO Joint Database and kindly close this case at your earliest convenience.
