Please find attached the official response of the Guinea-Bissau International Ships Registry (G-B I.S.R.), in its capacity as the former Flag State Administration of M/V MALA KADO IMO No 9141912, concerning the above-referenced abandonment case reported in the ILO/IMO Joint Database on Abandonment of Seafarers.

The Guinea-Bissau International Ships Registry (G-B ISR), in its capacity as the former Flag State Administration of the vessel M/V MALA KADO (IMO No. 9141912), hereby submits the following comments in response to your notification dated 29 June 2026 concerning the above-referenced abandonment case (Abandonment ID 01737):
1. Registry Status
As already informed, the above-mentioned vessel is no longer registered under the Guinea-Bissau flag (Cancellation of Registry issued on 21-07-2025). Following the registered owner's continued failure to comply with its statutory obligations towards the Flag Administration, including its persistent non-cooperation in relation to successive seafarer abandonment cases, the Notification of Cancellation of Registry (Certificate No. 0034/GB/NOC) was issued on 21 July 2025, whereby the vessel ceased to be entitled to fly the flag of the Republic of Guinea-Bissau. The cancellation was expressly effected without prejudice to the rights of the seafarers involved, while reaffirming the Administration's commitment to cooperate until all obligations arising under the Maritime Labour Convention, 2006, as amended, and the relevant IMO/ILO Guidelines are discharged.
2. Actions Undertaken by the Flag Administration
Prior to the cancellation of the vessel's registration, and throughout the period during which the vessel remained under the Guinea-Bissau flag, the G-B ISR maintained continuous communication with the shipowning and management company regarding the welfare of the crew. Repeated formal requests were addressed to the company seeking, inter alia:
- immediate payment of all outstanding wages;
- prompt repatriation of the affected seafarers;
- submission of documentary evidence confirming wage payments and travel arrangements, and
- regular updates concerning the operational and humanitarian status of the crew.
These actions were undertaken in accordance with the obligations of the Flag State under the Maritime Labour Convention, 2006, as amended, and the IMO/ILO Guidelines on how to deal with seafarer abandonment cases. Previous detailed comments and updates concerning the successive abandonment reports relating to the same vessel were formally submitted by this Administration to the IMO Legal Affairs Office.
3. Present Position
While the present notification concerns a vessel whose flag status is correctly recorded as "Unknown", the G-B ISR remains concerned by the reported humanitarian circumstances affecting the remaining seafarers, including the reported prolonged non-payment of wages and the continued need for repatriation.
Although the vessel no longer falls under the jurisdiction of the Guinea-Bissau Registry, the G-B ISR remains available to cooperate with the IMO, the ILO, the International Transport Workers' Federation (ITF), the competent Port State authorities and any other relevant stakeholders by providing any historical information or documentation available within its records that may assist in the resolution of this case.
The Guinea-Bissau International Ships Registry reiterates its continued support for the objectives of the ILOMMO Joint Database on Abandonment of Seafarers and appreciates the continued coordination of the IMO Legal Affairs Office in safeguarding the rights and welfare of affected seafarers.

Refer the attached 3rd report concerning the same vessel which was previously notified on 13 May 2025 to have two seafarers on board and then again on 27 October 2025 when there were 3 seafarers on board having 6 months outstanding wages and were seeking urgent repatriation, while deep psychological suffering was reported, and who were all also abandoned in Suez Anchorage, Egypt.
