The facts that you mention were also reported by ITF in their initial reporting form as additional comments: ‘Crew have been paid and repatriated - RESOLVED Vessel was detained for MARPOL violations and wages in Costa Rica by the Liberian flag. New flag recorded as Tuvalu.’
In this regard it could be helpful to note that the IMO Legal Committee, recently at its 113rd session in April 2026, considered that the flag State responsibilities that were accrued before deletion from the registration did not cease to exist because of the removal from the flag registry (refer document LEG 113/19 paragraph 4(c).7.2)
