“…With reference to the recent inquiries regarding the status of the vessel, the financial security and the crew's repatriation, please find below the official clarification and updates:
1. Regarding the ship's status
As previously recorded, the vessel was placed under criminal seizure starting from December 5th of last year, due to alleged violations of EU Regulation 883/2014 (implemented by Legislative Decree 221/2017) and the use of forged public documents pursuant to Articles 489, 479, and 476 of the Italian Criminal Code.
Following this criminal seizure, the shipowner (Buymar Shipping and Trading Co. ltd) accumulated significant debts with local suppliers and technical-nautical service providers. This led to an additional conservatory seizure issued on June 24, 2026, by the Court of Brindisi.
The shipowner has remained completely unreachable and uncooperative so far. He never responded to our formal notice sent on May 19, 2025, attached for your prompt reference, by which this Maritime Authority formally requested the appointment of a port company to take custody of the vessel during its lay-up period.
With the authorization of the Public Prosecutor's Office considered the abandon status of the vessel, on June 9, 2026 the ship was officially placed in lay-up, with custody entrusted to the Customs Agency to allow the repatriation of the crew and the safe operation of the mooring vessel in lay-up condition.
2. Regarding Crew Wages, Living Conditions, and Repatriation
During the ongoing criminal proceedings, the shipowner has furthermore ceased paying crew wages. Because of the prolonged situation, unpaid wages, and food shortages on board, the vessel's manning was first reduced to a minimum crew table and subsequently laid-up to allow for the repatriation of all seafarers. They all got satisfied regarding their outstanding wages by the P&I insurance coverage.
Notwithstanding the foregoing, the Albanian captain, Mr. *** — who took over the previous captain— received no remuneration; this was because he embarked on April 1, 2026 — a date beyond the vessel’s deletion from the flag registry — making it impossible to activate standard P&I insurance coverage. Nevertheless, the P&I insurer voluntarily agreed to cover the costs of his repatriation, which took place on June 25th….”

Thank you for your respective emails concerning the reported abandonment case involving HIZIR REIS (IMO 9180360).
The Tuvalu Ship Registry (TSR) appreciates *** confirmation that S&P Global was notified by Tuvalu on 27 February 2026 that the vessel’s registration had been closed, and that no subsequent information has been received identifying another flag.
Accordingly, TSR respectfully submits the following comments for verification and inclusion in the joint ILO/IMO database.
1. Flag status
The vessel’s registration under the Tuvalu flag was formally closed with effect from 27 February 2026. The reported abandonment date is 1 May 2026, by which time the vessel was no longer registered under Tuvalu or entitled to fly the Tuvalu flag.
TSR therefore respectfully requests that the database continue to record the vessel’s flag at the time of the reported abandonment as “Unknown”, with Tuvalu identified only as the vessel’s former flag State until 27 February 2026.
2. Financial-security information
Contrary to the entry presently recording the insurer as “Unknown”, TSR’s records show that the owner had obtained P&I cover and MLC financial security from Turk P&I.
We suggest that ITF seeks direct confirmation from Turk P&I as to whether the financial security remained effective on the reported abandonment date and whether any claim has since been received or paid.
We respectfully request that the database entry be updated to identify Turk P&I as the reported financial-security provider, subject to the insurer’s confirmation of the status of cover on 1 May 2026.
3. Apparent inconsistency in the abandonment report
The report records three months of outstanding wages, no repatriation and outstanding wages of US$68,890. However, it also states under “Additional comments” that the crew have been paid and repatriated.

Comments from S&P Global (who manage GISIS vessel data on behalf of IMO):
We were informed by Tuvalu on 27th February 2026 that the subject vessel HIZIR REIS (9180360) was ‘closed’ from their registry.
Since then, there has been no new information to ascertain the Flag of the vessel.
