Whilst I am thanking the authorities of Egypt for kindly following up on this abandonment case, I herewith would like to kindly request ITF who initially reported this case on its current status.
9 September 2026: Egypt

With reference to the bulk carrier DICLE DENIZ IMO 9464273, and sailing under the flag of Barbados, having onboard 8 seafarers (1 Georgian, 2 Indonesian, and 5 Turkish), which was abandoned in Egypt (Alexandria) on June 30, 2026.
In response to the report we received, concerning the abandoned vessel; we contacted WEST P&I, the insurer, and received the following information:
• Regarding crew wages, there was no deliberate delay in payments. The situation arose due to bank-related delays and technical issues encountered during the review of financial transactions and payment processes.
• There was only a brief delay in the payment of crew wages for the month of May.
• No outstanding wages or other entitlements were incurred for the month of June.
• July wages are currently being processed within the applicable payment period and according to the usual payment schedule. There have been no missed months or systematic delays in wage payments.
Therefore, the issue with this vessel is being resolved.
Finally, we would like to thank you yet again for your unceasing cooperation and looking forward to further coordination with your esteemed organization.
17 August 2026: Barbados
The Permanent Mission of Barbados to the International Maritime Organization acknowledges receipt of your correspondence and wishes to confirm that notification was received from the ITF on 18 July 2026 regarding the non-payment of wages to crew members on board the subject vessel.
In accordance with the procedures for handling MLC complaints, the matter was logged in the system, and an enquiry was initiated. To further investigate the case, a request was made for an additional MLC inspection to be carried out by the relevant Recognised Organisation (RO) responsible for the vessel’s MLC certification.
In reviewing the enclosed attachments, including the payment advice, it is noted that the payment relating to June 2026 wages was made on 27 July 2026, which represents a significant delay.
An assessment of what further control or corrective actions may be necessary to address the matter will be conducted upon receipt of the RO’s inspection report.
11 August 2026: Other

In response to the below reported abandonment of DICLE DENIZ, IMO 9464273 I have contacted West P&I as the insured entity and have received the attached information relating to payments made to the seafarers. I have restricted the addressee list to ITF, the flag State, Barbados and ILO due to the personal information of seafarers. Please find attached proof of payments made to seafarers.
The owners report the following:
With regard to the crew wages, there has been no intentional or systematic delay in payments. The situation arose due to bank-related delays and technical issues encountered during the review of financial transactions and payment processes.
In this respect:
• There was only a short delay in the payment of the crew wages for May.
• No wage entitlement or outstanding amount arose for June.
• The July wages are currently being processed within the applicable payment period and in accordance with the normal payment schedule. There has been no skipped month or systematic delay in wage payments.
Following review of the attachments by ITF and Barbados, I hope this can now be marked as resolved on the database. If there is further information you require, please let me know.
