We hereby wish to formally inform you that, with regard to Abandonment ID No. 01797 (Vessel Sea Breeze – IMO No. 9361988), the abandonment case is officially recorded under the Guinea-Bissau flag.

However, as the vessel is currently registered under the Togo flag, and all seafarers have been duly paid, we are submitting the relevant records for your review.

Please find attached all the necessary proof of settlement documents regarding the outstanding payments to the seafarers, which we received directly from our client, with the aim of marking this case as resolved.

We kindly request that you review the attached documentation and update us on the status and progress of this case. Please let us know if you require any further information or additional documentation.

Further to our previous e-message (attached) regarding the abandonment case notification of M/V SEA BREEZE, IMO No. 9361988, and following our close communication and follow-up with the ship management company, we wish to inform you of the following developments, for which supporting evidence has already been received:

Provisions & Fresh Water Supply: The management company has confirmed that adequate provisions and fresh water supplies have been safely delivered on board.
Crew Wages & Disembarkation: All crew members who requested to disembark have had their outstanding wages fully settled and have subsequently disembarked from the vessel.

In view of the above, we would kindly request that the case be recorded as resolved in the IMO/ILO Database.

We remain at your disposal for any further clarification or information that may be required.

1. Reference is made to your email dated 7 August 2026 concerning the reported abandonment case of M/V SEA BREEZE (IMO No. 9361988) and the related entry in the joint IMO/ILO database.

2. For the purposes of verification of the case record, the International Ships Registry of Guinea-Bissau, acting as the competent Flag State Administration for the relevant period, wishes to provide the following comments. The Administration was first notified of the reported circumstances by the International Transport Workers’ Federation on 22 July 2026. Immediately thereafter, the Guinea-Bissau International Ships Registry, through its competent Divisions:
a. acknowledged and examined the information received;
b. issued an urgent directive to the registered owner and management company;
c. required the immediate provision of potable water and essential provisions;
d. requested documentary evidence of the settlement of the outstanding wages;
e. required confirmed arrangements for the sign-off and repatriation of the seafarers concerned; and
f. maintained coordination with the ITF and the vessel’s MLC financial security provider.

3. Following the Administration’s intervention, information and supporting documentation were received concerning the delivery of provisions and potable drinking water to the vessel. Accordingly, this aspect of the requested corrective action appears to have been addressed. However, at the time of the Administration’s latest assessment, the requested corrective measures concerning the full settlement of the outstanding wages and completion of the repatriation arrangements had been apparently implemented only partially. The Administration had not received complete documentary confirmation covering all affected seafarers, including the relevant payment records, confirmed travel arrangements and sign-off documentation.

4. In view of the above and following the applicable registry procedures, the Administration issued a Notification of Cancellation of Registry on 6 August 2026, with immediate effect. Consequently, the vessel’s Provisional Certificate of Registry and the associated Guinea-Bissau certificates identified in the cancellation notification ceased to be valid as from that date. This administrative measure was taken without prejudice to the outstanding contractual rights of the seafarers concerned or to any continuing obligations of the shipowner, management company and applicable MLC financial security provider.

5. It is further noted that, according to the current IMO GISIS record, the vessel subsequently changed flag to Togo, recorded as effective from June 2026; accordingly, any developments arising after the cessation of the vessel’s entitlement to fly the flag of Guinea-Bissau fall outside the subsequent flag-State jurisdiction of this Administration.

6. The competent Divisions of the GB ISR remain at the disposal of the IMO and ILO Secretariats to provide any further clarification or additional supporting documentation that may be required for the verification and updating of the case record.

The Administration appreciates the continued cooperation of the IMO and ILO Secretariats and trusts that the above comments will be duly considered within the established procedural framework provided under the relevant international instruments governing the reporting, verification and follow-up of seafarer abandonment cases.
