The Administrator notes in the proposed new case under the “Actions taken” section that the flag State was informed on 20 August 2026. However, the Administrator was not contacted directly by the International Transport Workers’ Federation (ITF) on that date, but was instead copied on correspondence sent by the ITF on 5 August 2026 as noted in the attached report. The Administrator did not receive any report of overdue wages through normal complaint handling procedures pertaining to this case.
Following review and further investigation, the Administrator confirmed with the ship management company that the seafarer cited in the report had never served onboard the SAFEEN VICTORIA or any other managed vessel in the company’s fleet. Discrepancies were identified in the supporting documentation, including vessel information recorded in the individual’s seaman’s book that did not match the vessel’s Certificate of Registry. The crewing agency also confirmed that vessel details were incorrectly entered into relevant documentation and that the seafarer proceeded to join a different vessel and was not deployed to SAFEEN VICTORIA.
In light of the information provided by the company to both the Administrator and the ITF, the Administrator requests that the ITF confirm the basis for submitting this Abandonment report. Without such confirmation, the Administrator does not consider this a valid abandonment case involving SAFEEN VICTORIA and requests that it not be recorded in ILO/IMO Joint Database on Abandonment of Seafarers.
