Circumstances
Vessel owning company went bankrupt and there is legal detention from the bank.
In view of the available information, the notification date has been set to 6 November 2013. (ILO, 8 April 2025)

Certificate of Registry has been expired at the end of July, thus, currently, the notification to the flag State is impossible technically. (The ship has no flag State)

Comment by RTI Latin America;
Currently, banks have the ship, and the crews are belived to come up 1 or 2 in payment priority. Technically, the Registry is good for about six months after it expires, so technically it is still Panamanian, so they should still notify the Flag State.
