Circumstances

Vessel stayed at offshore salt pond oil terminal as storage tanker. It is dangerously moored by mooring ropes that are unequally tied and crew fear that the vessel will swing towards the oil platform in the severe weather conditions. Crew don't have received wages for more than 4 months, and they are cooking by charcoal on poop deck. In December, there was a partial blackout and very minimal bunkers have been provided. The vessel is 8 miles off shore with no boat service. The crew requested sign-off 3 month ago, but no response from owners or agents up to now.
