Circumstances

2nd engineer and Bosun left to guard vessel in 2015 but have been on the vessel since 2013. They have recently reported that they are not being supplied with food and water. The vessel has been without electricity since 2013. Immigration are holding their passports. Owner was contacted but to date no reply although he has been allegedly calling the crew and telling them that he will not be paying their wages since they have contacted ITF and they can go home but he will not be paying any owed wages to them.
Crew told us ITF that they have been asking for food from passing fishing vessels.
Vessel as we understand is arrested but it is not clear who arrested the vessel.
