Circumstances
The vessel has been at anchorage since 27/05/2020.
The vessel is not allowed to leave the current location by the Flag State as a result of the Flag State's inspecton carried out on 25 June 2020.
The seafarers ran out of food and the ship is in blackout at present due to lact of fuel on board.

18 October 2022: International Transport Workers' Federation
Now sailing under the name of Abdil Ibrahimli. Confirmation from the crew who left the vessel that they were paid their outstanding wages, as have all the crew that decided to remain on board.
10 August 2021: International Transport Workers' Federation
Some crew have left the vessel with a promise of payment. One of the crew has advised that he now has no reason to further pursue the claim as all would be settled. The same with Ch. Off has also said that all would be settled. Disputed.

28 October 2020: Malta
The Directorate has been closely monitoring the situation on board Palmali vessels since we became aware of the state of affairs of the company. Following the various problems faced by the seafarers on board the three vessels, the Directorate made various attempts to resolve their unfortunate situation by making representations with owners without success. The Directorate also corresponded with three different P&I Clubs which were the insurance providers of the vessels at some point in time. Unfortunately, this did not yield a satisfactory outcome. On 2 July 2020, the DOC together with all associated SMCs were withdrawn.
The Directorate has recently been informed that alternative arrangements are being made in respect of the vessels LERIK (IMO NO: 9575319), the SHOVKET ALEKPEROVA (IMO NO: 9633549) and the BAKHTIYAR VAHABZADE (IMO NO: 9575345). Following this request, the Directorate has requested the submission of further documentation together with assurance that the crew on board the three vessels are paid their salary in full and are repatriated back home before any further action is taken.
During the entire period the Directorate has and still is collaborating closely with the ITF who are providing logistical support in order to resolve this impasse at the earliest. The Directorate also provided financial support to the seafarers in the sum of €10k to a fund catering for the needs of the seafarers.

This vessel is part of the PALMALI Shipping & Agency, which has a number of abandoned vessels around the world.
