This is just a gentle reminder regarding our request for the correction of the vessel’s flag information in the ILO/IMO Joint Database on Abandonment of Seafarers.
We would be grateful for the IMO’s confirmation so that the case can be properly updated and removed from those attributed to Togo.

According to the ITF’s feedback, it appears that the flag of the vessel at the time of abandonment was not Togo, and therefore it may be appropriate to correct the record from “Togo” to “False.”
As indicated in the GISIS records, the vessel has been recorded as “Togo – False” since March 2022, and was later listed under Tanzania from May 2023. Accordingly, at the time of abandonment (28 March 2022) and reporting (11 April 2022), it can be concluded that the vessel was not flying the Togo flag.
To ensure full accuracy, we would like to seek the IMO’s views on this matter. According to the established procedure, the vessel’s information should be verified by the IMO. (It is possible that the IMO had already provided its view at the time, indicating that the flag was “Togo – False,” but since this was not recorded, we would like to kindly request your confirmation once again.)
Once the views of the relevant organizations are aligned, the flag information will be corrected in the ILO/IMO Joint Database on Abandonment of Seafarers.

We have reviewed the flag history of the vessel, and in line with the details on our system and that of EQUASIS at the time of the abandonment, we confirm that the flag can be changed to Togo FALSE.

Thank you for your message. Please be assured that we have duly noted your request concerning this case. We can confirm that the information recently provided by the International Ship Registry of Togo has been successfully added to the ILO/IMO Joint Database on Abandonment of Seafarers.
As you know, the ILO manages the Joint Database on Abandonment of Seafarers in accordance with the established procedures, based on the contents of the original report and following the review of the flag State by the IMO. After a ten-working-day verification period, the information will be released for public access. If necessary, different points of view will be duly reflected. Any complementary relevant information received after the ten-working-day period will also be published on the public website.
In this regard, we would like to once again request the views of both the ITF and the IMO on Togo’s request to correct the flag State information.
Once we receive feedback from both organizations, we will be able to proceed with updating the database accordingly.
We sincerely appreciate the joint efforts being made to ensure that the abandonment database is managed in a reliable and efficient manner.

We would like to kindly follow up, as we are still awaiting a response to our request for its complete removal from the Togo flag.
As we have already emphasized, the vessel has never been registered under the International Ship Registry of Togo, and consequently, the abandonment cannot be recorded under the Togo flag.
We would greatly appreciate your prompt attention to this matter and look forward to your reply at your earliest convenience.

The information provided by the International Ship Registry of Togo and ITF has been duly updated in the database.
The Togo authority has reiterated its request to amend the flag information for JIAN YE (IMO 8805262) in the ILO/IMO Joint Database on Abandonment of Seafarers. Specifically, they have requested the removal of Togo as the flag State.
I would appreciate hearing the views of ITF and IMO on whether this deletion can be implemented, in line with Togo’s request.

We repeat once again that this vessel has never been registered under the International Ship Registry of Togo, and therefore the abandonment cannot be recorded under the Togo flag.
For your reference, please find attached the official notification issued by our Administration and circulated to all Memoranda of Understanding (MOUs) confirming this.

Our ITF Inspector working on this abandonment case has informed us this case is still in dispute. All 8 crew wages we’re not paid in full when repatriated in 2022. Remaining balance is 135,176.0 USD.

Thank you for your message regarding the abandonment case of JIAN YE (IMO 8805262).
I acknowledge receipt of your request and confirm that the information you provided has been recorded in the ILO/IMO Database on Abandonment of Seafarers.
As you may be aware, this case was originally reported by ITF on 11 April 2022, and the flag state was listed as Togo in the initial submission.
However, we note that on 16 May 2022, the Togo authorities communicated that the vessel was not registered under the Togo flag. This clarification has also been reflected in the database.
According to IMO GISIS records, the vessel has been recorded as “Togo - False” since March 2022, then listed under Tanzania from May 2023, and as Unknown since July 2023.
In light of this information, I kindly invite both IMO and ITF to seek the advice on Togo’s request for removal of the case from the Togo section of the database.
Additionally, I note that according to a follow-up report submitted by ITF on 30 November 2022, it appears that the seafarers received their wages and were repatriated. However, the case is still marked as “Disputed” in the database. I would therefore appreciate it if ITF could confirm whether there are any updates regarding the current status of this case.

I am contacting you regarding the following abandonment case currently listed under Togo’s responsibility:
JIAN YE, IMO 8805262,
We would like to formally request the removal of this vessel from the list of abandonment cases attributed to Togo, as the ship in question was never registered under the Togo flag. Despite our repeated clarifications and official communications on this matter, the case continues to appear in the ILO Abandonment of Seafarers Database under Togo’s registry.
We wish to emphasize that the vessel was found to be carrying falsified certificates purporting to be issued by Togo, without any valid registration in our national records.
We kindly ask that the ILO update its records accordingly and remove this case from the Togo section of the abandonment database as soon as possible.
Please confirm receipt of this message and inform us of any additional steps or documents required to proceed with the removal.

Crew have reported that they received US$700 each, a total sum of US$5,600. Crew made the decision to sign an agreement with the owner for repatriation. All Indonesian crew have been repatriated.
18 May 2022: China
As confirmed with Hong Kong Marine Department (HKMD), the HK registered owner Jianfu Shipping Co. Ltd. of the said vessel 'Jian Ye' has dissolved itself from HK Company Registry on 21 March 2021. It means the said company (registered owner) is no longer existed and operated in Hong Kong, China.
16 May 2022: Togo
The embassy of the Republic of Togo presents its compliments to the International Maritime Organization(IMO) and following the electronic correspondence of 25th April 2022 the abandonment of the vessel "Jian Ye" in Kaohsiung, Taiwan, has the honour to notify to it that the said vessel does not fly the Togolese flag.
Indeed, the documents held by this vessel are false and illegal because this vessel has never been registered on a togolese registry.
