Circumstances
Vessel is detained by PSC due to unseaworthy condition. Agents have stopped supplying the vessel as they are owed money. The cargo of timber has value, but this cannot be realised in Cape Verde. Ship owner has shown no interest in resolving the situation. The impasse is having an adverse effect on the mental health of the crew.
